Please note Mr. Lamb/Ms. Virginia Baker was originally sent this letter and a set of plans. The City of Eden Public Utilities Department has contracted with W.K. Dickson & Co., Inc. for design of approximately 2,000 linear feet of 8 and 12 inch gravity sanitary sewer collectors and outfalls to serve the Meadow Greens, Dan River and Covenant Branch wastewater collection subsystems. This project will meet additional conditions set forth in a Special Order by Consent (SOC) by the Division of Water Quality and Environmental Management Commission. Enclosed for your review and records for the above referenced project are four sets of design drawings that show the additional sanitary sewer work for the above referenced project. We previously submitted a Preconstruction Notification for the initial phase which involved multiple stream crossings and were granted 401 Water Quality Certification with Additional Conditions. The date of this approval was March 7, 2005. The additional work will consist of several non-contiguous improvements to the City's water and sewer system. These improvements can be observed on Sheet C2 and consist of the following individual improvements: • Manhole cover replacement at various locations • Two point repairs on an existing sewer line between Pierce Street and Van Buren Road (NC Highway 14). The repairs likely total less than 100 feet in length. • Replacement of multiple sections of sewer including: 1. Meadow Road. This sewer will be relayed. 2. Approximately 350 linear feet of sewer on the unopened right of way known as East Avenue between Country Club and Fairway. This sewer crosses beneath a small intermittent stream. It will be relayed. The stream crossing will be performed in the same existing footprint and does not introduce any new impacts to the stream 3. Approximately 350 linear feet of sewer replacement along the shoulder of Stadium Drive between Country Club and Edgewood. It will be relayed a shallower depth to minimize impacts to the eastern travel lane of Stadium Drive. 4. Approximately 700 linear feet of realigned sewer across two fairways of the Meadow Greens Golf Course to remove a sewer installation inside an existing 36-inch culvert. The realignment allows greater separation between the sewer and the piped stream (greater than 15 feet) and abandons a sewer pipe in direct flow of a stream. The work will require one minor aerial stream crossing and the removal of two minor aerial stream crossings and three manholes that are located extremely close to the stream. Since the new aerial crossing is replacing an existing aerial crossing and will occupy the same footprint, the impact can be considered maintenance. Work within 15 feet of the stream is unavoidable and can be considered maintenance. Furthermore, the realignment will greatly benefit the stream and reduce total existing impacts. 5. Approximately 175 linear feet of realigned sewer to remove an undesired flow angle along the Long Street outfall between Long Street and Fieldcrest Avenue. • Approximately 605 linear feet of water line extension along Mebane Street. The COE has opted to include a 6-inch water line extension from the intersection of Marshall Street and Mebane Street to the existing 8-inch water main that runs parallel with Meadow Road. This decision is supported given the sewer line on Mebane Street between Meadow Road and Marshall Street will be replaced. Since the existing water line is a galvanized 2-inch main and was on the City's prioritized list to be upgraded to 6-inch main and the street will already be impacted from the sewer line replacement within the same stretch, the inclusion of the water line extension into this additional work is justified. The work will disturb less than 1 acre of land. Therefore, this additional work does not mandate an approved erosion and sedimentation control plan; however, the plans show necessary erosion and sedimentation control measures and will be installed prior to construction. The work will also be administered under the original Erosion and Sedimentation Control approval. The City's Contractor shall meet all local and state erosion and sedimentation control guidelines and adhere to the original contract's erosion and control guidelines. We also believe this project is exempt from any preconstruction notification or request for water quality certification given the maintenance nature of this project and since it is well below the threshold of 150 linear feet of stream impact. As we noted in Items numbered 2 and 4, both sewer repairs involve minor stream crossings and are improving existing undesirable impacts. The crossing that will be performed in Item 2 and Item 4 will be in accordance with the conditions set forth in your division's original approval of the initial phase of this work.
