Per my conversation with Kyle I have provided an explanation of why we need to dredge past the deadline and also attached the responses from NMFS and NC DMF. We have been in contact with DCM who is trying to provide open-ended authorization for exceeding the deadline but we will need to go back and do some additional coordination with NMFS once we have a better grasp on start and end dates. Once that coordination takes place all of the resulting information will be passed along to DCM, US ACE and DWR. The North Carolina Department of Transportation (NCDOT) Ferry Division is requesting permission to dredge into the moratorium period of April 01-September 30, 2020. The NC DOT is currently working on obtaining sand for the dune restoration project on Ocracoke Island. Our pipeline dredge was out in the old ferry channel getting sand from October to the middle of December before breaking down and needing parts with long lead times. Obtaining this sand is critical for the rehabilitation of the dunes and the recovery of the island in general so that it is protected during future storm events. Our plan was to have all the dredging completed there well before the April 1 moratorium date, but these mechanical issues combined with the need to get down to Southport for dredging before our sturgeon moratorium went into effect prevented us from meeting that target date. As the dredging was being completed in Southport the impacts of the pandemic really began to emerge and personal circumstances of some of the crew prevented the dredge from being able to move back north. This pushed back dredging Southdock basin and the old ferry channel even further. A tentative plan is in place to move it back to Southdock later this week, start work in late April 2020 and continue until late May 2020 but the overall schedule for the dredge is still not set and these dates are subject to change. Location maps of the two areas being referenced have been attached to this document. Requests to dredge past the deadline were sent to both the NMFS and the NC DMF and their responses have been attached.
