PROJECT MANAGER, WATE ASTEWATER SEAL 21579 '., NTH P • � `1 "B �� 2905 MERIDIAN PARKWAY DURHAM, {NORTH CAROLINA 27713 NC Lzc. # C-0293 1.0 PROJECT DESCRIPTION The Southstone project in Union County is proposed to send its wastewater from 166 lots to the Hurley Creek Sewage Pump Station. The pump station currently has available capacity for approximately 32 lots at 285 gpd per lot. Capacity for an additional 134 lots is needed. The purpose of this preliminary design report is to outline the upgrades that will be necessary to increase pump station flow to serve the Southstone development. 2.0 ASSUMPTIONS AND DESIGN BASIS I made the conservative assumption that the 285 gpd per lot capacity was an average day need. At a peaking factor of 2.5, a peak flow rate of 713 gpd per lot is needed, which is equivalent to 66 gpm of additional pump output. Additional information on the status of the existing pumps was provided by Union County Public Works Department on March 21, 2018, which completely changed the upgrade alternatives for the Hurley Creek Pump Station. In addition, when trying to reconcile the new information to the Previous calculations, an elevation reading error was discovered which changed the design and installed facilities. Parameters. This discovery made the calculations line up precisely to actual field measurements Using the current output of the weakest of the two pumps of 770 gpm (January 2018 pump down tests, on which station capacity is based), the upgraded pumps must handle at least 836 gpm, However, to make a conservative evaluation, using the strongest current pump output of 809 m gp as current capacity would require the upgraded pumps to produce a minimum of 875 gpm. 875 gpm is used for this preliminary design, to ensure that sufficient capacity is provided. Based on the information provided, the existing pumps were upgraded in 2015 with 12-inch impellers, which is the maximum size that the Fairbanks 4" 5433MV pumps can utilize. The existing 12-inch ductile iron force main is operating at a C factor of between 110 and 120. The pump station wet well was confirmed to be 10 feet in diameter, which gives the existing installation a minimum cycle time (theta) of 14 minutes. The available design depth (pump -off to lead -pump -on) is 5 feet. The current operational design depth could be less, depending on the actual settings in the wet well which were not confirmed. Reducing the design depth would result in a reduction of theta, which simply increases the pump cycle times. 3.0 RECOMMENDED UPGRADE Replacing the existing 4" 5433MV (12" impeller) pumps with 4" 5434MV (12.72" trimmed impeller) pumps will produce approximately 875 gpm, This proposed upgrade will provide Southstone with the additional flow needed. Unfortunately, the dimensions for the selected larger pumps do not match the existing pumps. Therefore, it appears likely that the interior piping and guiderails in the existing wet well will have to be adjusted or replaced for the new pumps to fit properly, Preliminary Design Report The John R. McAdams Company, Inc, Hunley Creek Sewage Pump Station Upgrade Options Southstone Project 4/6/2018 The electrical components will likewise have to be retrofitted. Many of the components may be usable, but the power feed wiring, starters, and circuit breakers will need to be replaced. The existing generator appears to be slightly oversized for the current pumps, so it is possible that it . An electrical engineer will could handle the additional load of increased horsepower puanps need to fully evaluate the existing components and the proposed upgrades tdetermine the extent of the upgrades required. The existing force main is sized to handle additional capacity. At the proposed flow of 875 gpm, the velocity in the pipe is only 3 £t/sec, which is well within an acceptable range. Keeping the pump design depth at 5 feet, pumps producing 875 gpm will have a station theta value of 13 minutes (4.6 cycles per hour). If we reduce the design depth to 4 feet, at 875 gpm theta would be 10.75 minutes (5.6 cycles per hour). NCDEQ requires between 2 and 8 cycles per hour, 4.0 OTHER. CONSIDERATIONS If Union County has a policy in place to share the cost of an upgrade with a developer when extra capacity is included, this upgrade would be an ideal candidate. Since the actual additional capacity needed for Southstone is relatively small, yet will be expensive to implement, it makes sense to design the new pumps with somewhat more capacity than Southstone needs. The cost difference for an additional 66 gprn (875 gpm total) vs. an additional 191 m (1,000 for example, is likely small relative to the total cost of complete pump replacement. This might be a reasonable consideration if both sides are amenable to partnering on the project. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. The facilities must be properly maintained and operated at all times. 4. The sewage and wastewater collected by this system shall be treated in the Fairview Development Group Inc.'s Hunley Creek Wastewater Treatment Facility prior to being discharged into the receiving stream. 5. This permit is not transferable. Construction of the sewers, pump station(s) and force main shall be scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the State. 7. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting materials. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of five years from the date of the completion of construction. 9. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division of Environmental Management, in accordance with North Carolina General Statute 143-215.6(a) to 143-215.6(c). 10. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have Jurisdiction. 11. The Permittee shall provide for the pump station and force main the following items: a. Pump on/off elevations located so that 2-8 pumping cycles may be achieved per hour in the pump station, b. An air relief valve located at all high points along the force main, c. A screened vent for the wet well, d. Fillets located in the wet well at the intersection of the flooring and sidewalls, e. Three feet of cover (minimum) over the force main or the use of ferrous material where three feet cannot be maintained, f. Sufficient devices which will protect the pump station from vandals, and g. Flood protection if the pump station is located below the 100-year flood elevation. 12. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater collection facilities. 13. NONCOMPLIANCE NOTIFICATION: The Permittee shall report by telephone to the Mooresville Regional Office, telephone number (704) 663-1699 as soon as possible, but in no case more than 24 hours or on the next working day following the occurrence or first knowledge of the occurrence of either of the following: a. Any process unit failure, due to known or unknown reasons, that renders the facility incapable of adequate wastewater transport, such as mechanical or electrical failures of pumps, line blockage or breakage, etc.; or b. Any failure of a pumping station or sewer line resulting in a by-pass directly to receiving waters without treatment of all or any portion of the influent to such station or facility. N Persons reporting such occurrences by telephone shall also file a written report in letter form within 15 days following first knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. 14. The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by North Carolina General Statute 1143-215.6(a) to 143-215.6(c) for violation of or failure to act in accordance with the terms and conditions of this Permit.
