I should have sent my sample container to your lab and instructed them to pour up a sample for me at the same time they poured up their sample, like they did the second time. I don't think they did anything wrong... I just wasn't specific with my instructions. The notes in the file make that clear, so there will be no question as to the most likely cause for the discrepancy. Of course, please feel free to call and discuss further if you feel the need. Our results did not match R&A's results, but no worry. Since it was not a true split, we chalked it up to that. Carol HollenkampQuality Assurance Aquatic Toxicology Branch Subject: Whole effluent toxicity test results PPG Industries Lexington Plant NPDES Permit # NC0004626/001 Davidson County The aquatic toxicity test using 24-hour composite samples of effluent discharged from PPG Industries Lexington Plant has been completed. PPG Industries Lexington Plant has a permitted flow that is 0.6 million gallons per day (MGD) discharging into North Potts Creek (7Q10 of 1.0 CFS). Whole effluent samples were collected on 8/4/15 and 8/6/15 by facility representative Terry Taylor and transferred to Jenifer Carter for use in a chronic Ceriodaphnia dubia pass/fail toxicity test. The test using these samples resulted in a fail. Toxicity information follows. PPG Industries Lexington Plant sent samples taken the on the same days to R& A Labs for testing. The test run by R& A Labs passed. These samples cannot be considered split samples as the DWR samples were poured later than the PPG samples. ATB recommends another round of testing in the future at this facility using true split samples if WSRO staff time and resources allow. No manufacturing will be done at this location at the current time. As you know, PPG has an existing water permit with the state for our Waste Water Treatment facility. The purchased building was originally tied in to our treatment facility and remained so upon sale. A legally binding Wastewater Services Agreement was entered in to upon execution of the sale to continue providing the same service to the building. Water treatment is limited exclusively to prior services which was only domestic sanitary facilities, no process water. There was no affect on our current water permit. Is there any further verification or documentation that is needed for your office, NC DENR Division of Water Quality, regarding this service? Thank you for your support in responding to this request. Since it will continue to send only domestic waste, and no new process waste to the WWTP, and since no changes in the treatment process or WWTP capacity are required, there is no new NPDES permit required, nor any modification to PPG's existing permit. Process upsets due to the restart in the manufacturing plant was the cause of the excess water. We began holding water in the empty New Aeration Basin and an empty clarifier, and needed to bypass the carbon system to aid in getting the effluent discharge higher to manage the excess water. The carbon system was set to Bypass at approximately 8:50 a.m. on April 3rd. We also adjusted WAS and RAS to ensure proper aerobic activity in the aeration basin. Other in process monitoring parameters remained in their normal range during this time. We are returning to a more normal state in the manufacturing operation and hope to put the carbon system back on line in the next couple of days. I will contact you once the carbon system is back in service. We need to make repairs to one of our carbon vessels prior to conducting toxicity testing. This work requires the vessel to be emptied of carbon, and work to be performed by an R-Stamp certified welder. This work was scheduled to commence this week but must be delayed due to the heavy rain. R-stamp welders are not allowed to conduct this work in rain. Therefore, we will need to move the carbon change and repair work out 1-2 weeks, dependant upon the carbon supplier's schedule and weather. We request permission to postpone the quarterly aquatic toxicity testing to no later than the 2nd week of September. This will allow us to make the necessary repairs and have all permitted equipment fully operational when conducting this test. CHRONIC TOXICITY PASS/FAIL PERMIT LIMIT (QRTRLY) The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 48 %. The permit holder shall perform at a minimum, agu rterl monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of February, May, August and November. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results and THP313 for the Chronic Value. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently then required by this permit, the results of such monitoring shall be included in the calculation & reporting of the data submitted on the DMR & all AT Forms submitted. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. The limit was not added since the facility certified that Tl is not used in the production. Monitoring is necessary to verify that Tl is not appeared in the discharge due to the new scrubber operation. • A quarterly monitoring for F was added to the permit to determine impact of the new scrubber addition that is designed to remove the residual fluoride from the exhaust air. • A quarterly monitoring for Hg was added to the permit to implement a Statewide Mercury TMDL. • A limit for Se was added to the permit based on the results of the statistical analysis of the effluent data. A monthly monitoring for Se was added to the permit due to the introduction of the Se limit. 2.0 Summary PPG Industries Fiber Glass Products, Inc operates a fiberglass fiber manufacturing facility in Lexington, NC. The Lexington plant currently concentrates the bulk of its fiberglass yarn manufacturing on the textile industry as well as the printed circuit board industry. Manufacturing begins with glass raw materials including limestone, silica, boron, clay and fluorspar. These raw materials are blended in powder form and added to melt furnaces. The batch -melt furnaces, operating at 2800°F transform the batch into molten glass. The molten glass is then drawn from the furnaces through electrically heated platinum bushings into continuous fibers. These fibers are gathered into strands and either spooled or chopped into specified lengths. Water sprays cool the glass and keep strand contact points clean during the winding process. NPDES Permit Fact Sheet — 11/29/ 12 Page 2 PPG Industries/ Lexington Facility NC0004626 PPG's Lexington facility discharges through a single permitted outfall, 001. This outfall is from the wastewater treatment plant and receives the following kinds of wastewater: ➢ Sanitary (American Children's Home) ➢ Process W W ➢ In -plant sanitary ➢ Non -contact cooling water ➢ Boiler feed ➢ Sludge dewatering As part of a settlement agreement reached in 1995, instream monitoring is not a current permit requirement. The facility was required to monitor at 10 instream stations once during the summer of 1995 and once in 1996. Monitored parameters were DO, temperature, conductivity, pH, total phosphorus, nitrate, nitrite, ammonia and TKN. The monitoring was completed as required and is not proposed with this renewal. Current effluent limitations for BOD5 and TSS appear to be based on water quality protection and not on federal guidelines. Extensive research was conducted during the 1998 renewal to determine if any federal guidelines exist for such a manufacturing operation. Neither textile nor glass guidelines applies to PPG's process. A review of the WLA file indicates that the limits installed in 1983 were based on BPJ. This Major Modification is required to accommodate the installation of the new packed -bed counter flow wet scrubber in series with the exhaust of existing air pollution controls on its fiber glass manufacturing Furnace 509. The scrubber will be installed to comply with the new air emission requirements. The purpose of the new wet scrubber is to remove residual fluoride from the exhaust air. The scrubber will generate approximately 4,300-7,200 g/day of wastewater. The blowdown stream will be comprised of once -through city intake water, with addition of sodium hydroxide or potassium hydroxide, as needed, to maintain neutral pH of the scrubber blowdown before it comingles with other wastewater. The combined wastewater will be processed though the treatment plant. The facility discharges to North Potts Creek. North Potts is tributary to High Rock Lake and is not listed on the State's 303(d) list 3.0 Compliance Summary The facility has an excellent compliance history, during the review period (07/2009 through 10/2012) the facility had no Notices of Violations. The last compliance evaluation inspection conducted on 02/19/2008 concluded that facility is "well maintained and operated". 4.0 WET Test PPG Industries has been consistently passing WET test during the review period with one exception. In preparation for this project, PPG conducted a trial with a small-scale temporary pilot scrubber on a slip -stream of the furnace exhaust. Blowdown water from the pilot unit was evaluated for aquatic toxicity, organics, and metal constituents to profile anticipated characteristics of this wastewater stream. In addition, a bench -scale treatability study was conducted to ensure that the WWTP can adequately process the new wastewater stream. All results indicate that the blowdown water is compatible with existing WWTP operations and will have no impact on existing permitted parameters. The scrubber blowdown water will not add any new chemical constituents to the existing WWTP effluent. Proposed Changes The only change proposed by this project is to add up to 4300-7200 gallons/day of pH adjusted blowdown water to the existing WWTP influent, per the schematic shown on Attachment 1. The maximum blowdown daily flow will be 7,200 gallons/day which is approximately 1% of the WWTP's current daily flow. The WWTP has adequate capacity to treat up to 0.6 MGD and no change is required to the permitted discharge flow. The blowdown water will be routed to existing drainage systems within the plant. No piping changes are required to route the blowdown water to the WWTP. No physical changes to piping or equipment will be made to the WWTP processes. No changes will be made to any operations in the current WWTP. Impact of Proposed Changes The proposed addition of scrubber blowdown water to the existing WWTP influent is expected to have no impact on the current WWTP operations or its current permit: • There will be no change to the design or operation of the existing permitted wastewater treatment facility. • There will be no change in the wastewater treatment facility's permitted discharge flow. • There will be no change to the treatment facility's effluent profile of chemicals or toxicity parameters. • The wastewater treatment facility's existing permit application will continue to accurately represent its design and operation. • The facility's existing wastewater permit continues to accurately represent the operation and the facility will continue to be able to comply with all existing permit terms and conditions. This type of inspection consists of two basic parts: a review of facility files and self - monitoring data, and an on -site inspection of the facility. The following are the findings from the subject inspection: A review of self -monitoring data since the last inspection did not reveal any limits violations. Lab data correlates correctly with data on the submitted Discharge Monitoring Reports. Some of the effluent line was pigged since the last inspection to reduce build-up along older sections of piping. Waste from the cleanout process was captured and land -filled. A small spill of untreated influent was reported in March 2010, when a surge of process hot water caused scouring of pipes, which plugged the helisieve, causing overtopping of containment curbing. The spill was contained in a ditch, with all of it being captured before reaching surface waters. A new containment tank has since been installed to capture any future spills at or near the headworks of the treatment plant. Overall the plant appears to be well maintained and operated. This type of inspection consists of two basic parts: a review of facility files and self -monitoring data, and an on -site inspection of the facility. The following are the findings from the subject inspection: A review of self -monitoring data since the last inspection did not reveal any limits violations. Lab data correlates correctly with data on the submitted Discharge Monitoring Reports. Leaks in the effluent channels noted in the last inspection were attributed to reduced flows due to reductions in production, requiring new softer gaskets to be used. Both lines will be pigged later this year to reduce build-up along the older sections of piping. As discussed during the inspection, waste from this cleanout process must be captured and disposed of appropriately, and not be discharged to receiving waters. Leaks from the aging roof -top cooling towers have been reported and efforts are ongoing to make the necessary repairs, increase monitoring, and most notably, to install berms around each one. These efforts have been made to stay in compliance with their stormwater permit. Overall the plant appears to be well maintained and operated. The spill occurred the morning of March 25 and was discovered by the ORC, Dave Segers. Upon arriving at the plant, Mr. Segers noticed water overfilling the Hydrasieve dumpster and spilling onto the gravel covered ground surround this area. He immediately shut off the Hydrasieve pump which directed all incoming water to the wet well, and then began to assess the extent of the spill. Water had begun to flow towards the drainage ditch which borders the plant, so Mr. Segers dammed the area to prevent any off site release. It is estimated that 50 -100 gallons of influent reached the ditch. A portable pump was set up to pump this water from the drainage ditch, and discharge it to the wet well. Pumping of this area continued throughout the night, and was discontinued the following morning. An initial investigation revealed that the Process Water Hotwell #2 overflowed during a test of the high level alarm system. This sent a surge of water to the wastewater treatment plant, blinded the Hydrasieve screen, and caused water to spray out on the ground around the bermed Hydrasieve area. Mr. Segers phoned the incident in to you the afternoon of March 25. All clean up of the spilled material and impacted area has been completed. In addition, the following corrective actions have been identified: • Revising the Hotwell #2 alarm test procedure to ensure someone monitors WWTP and the overflow discharge • Improving the containment around the Hydrasieve/dumpster area, • Evaluating the Hydrasieve screen mesh size to prevent blinding, • Training and awareness for maintenance personnel on this incident and communicate corrective actions. As reported in my call to you on 1/20, a manager discovered water leaking from the bottom of the cooling tower while inspecting the area for upcoming roof repairs. It is suspected that the change in temperature from extreme cold to warmer temperatures, and contracting and expanding of the metal, allowed a seam to come loose and leak water from the tower. The tower was immediately shut down and locked out until repairs could be scheduled. This tower is adjacent to a roof -top storm drain and therefore the water was discharged to the storm water system. The water in this tower is city water treated with very small amounts of liquid biocide, corrosion inhibitor, chlorine, and dispersants. In addition to repairing the tower, the following actions are planned or underway: • Obtaining quotes to install spill containment around roof -top cooling towers. • Implementing a 5 day/week inspection of roof top towers for leaks and needed repairs. • Conduct an inspection of all roof top towers to identify recommended repairs, and maintenance. P.P.G. discharges into North Potts at a point approximately 3.0 miles from the WWTP. North Potts at the effluent pipes can vary from lake backwater several feet in depth to a flowing creek only of few inches deep, depending on the level of High Rock Lake. (1) Activated Carbon Beds. A physlcaVchemical method for reducing soluble organic material from wastewater effluent; The column -type beds used In this method will have a flow rate varying from two to eight gallons per minute per square foot and may be either upflow or downflow carbon beds. Carbon may or may not be regenerated on the wastewater treatment plant site; (2) Aerated Lagoons. A basin in which all solids are maintained in suspension and by which biological oxidation or organic matter is reduced through artificially accelerated transfer of oxygen on a flow -through basis; (3) Aeration. A process of bringing about intimate contact between air or high purity oxygen In a liquid by spraying, aghation or diffuslon;(3a) Extended Aeration. An activated sludge process utilizing a minimum hydraulic detention time of 18 hours. (4) Agriculturally managed she. Any site on which a crop is produced, managed, and harvested (Crop Includes grasses, grains, trees, etc.); (5) Air Stripping. A process by which the ammonium Ion Is first converted to dissolved ammonia (pH adjustment) with the ammonia then released to the atmosphere by physical means; or other similar processes which remove petroleum products such as benzene, toluene, and xylene; (6) Carbon Regeneration. The regeneration of exhausted carbon by the use of a furnace to provide extremely high temperatures which volatilize and oxidize the absorbed Impurities; (7) Carbonaceous Stage. A st ige of wastewater treatment designed to achieve 'secondary' effluent limits; (8) Centrifuge. A mechanical device In which centrifugal force Is used to separate solids from liquids or to separate liquids of different dens�las; (9) Chemical Addition Systems- The addition of chemicals) to wastewater at an application point for purposes of Improving solids removal, pH adjustment, alkalinity control, etc.; the capability to experiment with different chemicals and different application points to achieve a specific result will be considered one system; the capability to add chemical(s) to dual units will be rated as one system; capability to add a chemical at a different application points for different purposes will result in the systems being rated as separate systems; (10) Chemical Sludge Conditioning. The addition of a chemical compound such as lime, ferric chloride, or a polymer to wet sludge to coalesce the mass prior to its application to a dewatering device; (11) Closed Cycle Systems. Use of holding ponds or holding tanks for containment of wastewater containing inorganic, non -toxic materials from sand, gravel, crushed stone or other similar operations. Describe receiving stream features and pertinent downstream uses: High Rock Lake is a major recreational lake, used for both primary and secondary recreation. The lake exhibits eutrophic summer conditions, due to both point and non -point pollutant sources. The Town of Denton uses the Yadkin River below the High Rock Dam as a drinking supply source. P.P.G. discharges into North Potts at a point approximately 3.0 miles from the WWTP. North Potts at the effluent pipes can vary from lake backwater several feet in depth to a flowing creek only of few inches deep, depending on the level of High Rock Lake. On the date of the site visit, the area was essentially a mud flat, with the only riparian flow being the base flow of North Potts. Part II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. The industrial and domestic mix is treated both biologically (activated sludge) and physically (coagulation/flocculation). The treatment works and appurtenances appear to be well operated and maintained.
