HomeMy WebLinkAboutWQ0000020_Application_20200623Application for Water Quality Monitoring and Reporting Permit Facility: Greater Asheville Airport Regional Authority Structural Fill Buncombe County, North Carolina Duke Energy Progress, LLC ("Duke Energy") submits this application for Water Quality Monitoring and Reporting Permit ("Permit") to the North Carolina Department of Environmental Quality ("NCDEQ") to continue the groundwater and surface water monitoring, sampling, reporting, and recordkeeping functions currently being performed by Duke Energy under Permit No. WQ000020 for the facility identified above ("Facility"). By its terms, Permit No. WQ000020 will expire on August 31, 2020. Specifically, Duke Energy requests a permit to undertake the following activities associated with the Facility: Operation, maintenance, and abandonment of groundwater monitoring wells, piezometers, and other water level measurement devices. [Note: For purposes of accommodating a stormwater basin at Area 1 of the Facility, well MW2A-A1 may need to be abandoned in accordance with the final cap design for Area 1. In such event, a replacement well will be installed in a location approved by NCDEQ. In addition, SW8-A1 may be impacted by construction activities, thus potentially requiring a permit modification.] 2. Inspection of the groundwater monitoring wells and surface water sampling locations quarterly. Any visual damage to a groundwater well or visual discoloration in surface waters will be reported to the NCDEQ Asheville Regional Office ("ARO") within 24 hours of discovery or the next working day, whichever is applicable. The quarterly inspections will be documented and summarized in the annual report described in item 6. below. 3. Groundwater and surface water monitoring and analyses— o Groundwater sampling locations — The groundwater wells identified in Table i below will be sampled semi-annually (April and November). The groundwater wells will be sampled for the parameters identified in Table 3 below with all results expressed in totals. In addition, all field parameters listed in Table 4 below will be collected. o Surface water sampling locations — The surface water locations identified in Table 2 below will be sampled quarterly (January, April, July, and November). The surface water locations will be sampled for the parameters identified in Table 3 below (total and dissolved). All field parameters listed in Table 4 below will be collected (except water elevation). After 5 years of post -closure monitoring, Duke Energy may petition NCDEQ ARO for a reduction or cessation of monitoring. 4. Contemporaneous reporting of sampling results to NCDEQ and the operator of the Facility (currently the Greater Asheville Airport Regional Authority) [hereinafter "Operator"]. Duke Energy will submit results from groundwater and surface water sampling required under the Permit to NCDEQ Central (Information Processing Unit), NCDEQ ARO, and Operator. One copy will be sent to each entity with results summarized on the Compliance Monitoring Form (GW59CCR). The Compliance Monitoring Form will be submitted on or before the last working day of the month following the sampling month. 5. Maintenance of records of monitoring results for a period of time prescribed by NCDEQ. 6. Preparation and submittal of annual reports to NCDEQ Central, NCDEQ ARO, and Operator summarizing the applicable sampling, analytical results, quarterly inspections, and recordkeeping requirements. The annual report will document the results of the groundwater and surface water sampling and quarterly inspections required under the Permit. The annual report will be submitted by January 31 of each year documenting the immediately preceding calendar year's activities. For purposes of clarity, Duke Energy's obligations under the Permit shall be limited to the foregoing activities, and Duke Energy assumes no other obligations related to the Facility, including, but not limited to, respecting the operation, inspection, maintenance, and repair thereof; leachate collection and disposal; and groundwater corrective action not attributable to the structural fill.
