Site Description
The North Carolina Department of Transportation (NCDOT), Elizabeth City Highway
Maintenance Office proposes to reconstruct the frontal dune east of NC 12 in two amts
approximately one mile north of the Pea Island National Wildlife Refuge Office. This is part
of NCDOT's continued effort to provide temporary protection of NC 12 from ocean
overwash. State Permits #15-92 and #27-93 were issued to NCDOT in Pebruary 1992 and
March 1993 respectively for the sandbag wall and beach renourishment just north of the Pea
Island National Wildlife Refuge Office.
Erosion has continued to wash away the dune line north of the sandbag area. Since the
completion of the beach renourishment project in the Spring, several storms have breached
and leveled the frontal dune in several places just north of the sandbags. Recent aerial
surveillance flight photographs appear to indicate increased erosion just north of the shoreline
"bulge" created by the beach renourishment. It also appears that much of the renourished
beach sand has moved about 1/2 mile south of the sandbag area and cheated a second bulge in
the shoreline. It would appear that the beach renourishment sand "bulge" may be fdcusing
the wave energy from northeasters onto the area just to the north.
Dune Reconstruction Area #1 begins 6000 ft. north of the Pea' Island National Wildlife
Refuge Office driveway and extends north 500 ft. The frontal done has been leveled in this
area creating an ocean overwash during storm conditions. Much of the vegetation has been
washed away or buried. Scattered clumps of sea oats Uniol aniculata and beachgrass
(Ammophila breviligalata) still remain. The frontal dunes on either "side of the overwash
area are still heavily vegetated and range in height from 10-15 ft. The beach erosion scarp
on the existing frontal dunes is 140-150 ft. from the edge of NC 12 with mean high water at
approximately 170 ft.
NCDOT proposes to push up the sand between NC 12 and the duneline into the
overwash area to create a new frontal dune in line with the existing dunes. Sand from within
the right of way on the west side of NC 12 may also be utilized to construct the new frontal
dune. No sand from the beach itself is proposed to be utilized. A bulldozer and backhoe are
proposed to do the work. After construction is complete the disturbed areas will be
stabilized with the planting of beach grass and sand fencing.
Area #2 is located another 1200 ft. further north of the first section or 7200 ft. from
the Pea Island National Wildlife Refuge Office driveway. This area extends 1300 ft. to the
north and is very similar to the first. Along with the sea oats and beachgrass there are also
low shrubby areas of yaupon Ilex vomitoria). The existing frontal dune beach scarp is 200
ft. oceanward of the pavement and mean high water is at approximately 230 ft. NCDOT
proposes to push up sand in the same way as described above to create a new frontal dune.

Although sand from within NCDOT's 100 ft. right of way will be used for the dune
construction, most of the work will take place on Pea Island National Wildlife Refuge
property. Therefore, a Special Use Permit from the US Fish and Wildlife Service Will be
required before work can be authorized. The applicant has indicated that they are currently
working to obtain the Special Use Permit.
Anticipated Impacts
The project will disturb approximately 4 acres of sandy areas along NC 12. The
project will provide m rar protection to these areas of NC 12 from storm overwash.
These newly constructed dunes will be difficult to stabilize and may be short lived depending
on future coastal storms. The project should be done between November tG and April 30 to
avoid the sea turtle nesting season. NCDOT should also adhere to any special conditions
from the US Fish and Wildlife Service to minimize any potential impacts to other Wildlife
species or habitat in the National Wildlife Refuge.
CAMA Review
The project is located in a Conservation Area as identified in the Dare County Land
Use Plan. A full consistency review from Stephen Gabriel will follow.

The North Carolina Department of Transportation (NCDOT), tlizabeth City 14igh*ay
Maintenance Office proposes to reconstruct the frontal dune east of NC 12 ih two areas
approximately one mile north of the Pea Island National Wildlife Refuge Office. This is part
of NCDOT's continued effort to provide temporary protection of NC 12 from tlceati
overwash. State Permits #15-92 and #27-93 were issued to NCDOT in February 1991 and
March 1993 respectively for the sandbag wall and beach reneurishtnetit just riotth of the pea
Island National Wildlife Refuge Office.
Erosion has continued to wash away the dune line north of the sandbag area. Since the
completion of the beach renourishment project in the Spring, several storms have breached
and leveled the frontal dune in several places just north of the sandbags. Recent aetial
surveillance flight photographs appear to indicate Increased erosion just north of the shoreline
"bulge" created by the beach renourishment. It also appears that much of the renoutished
beach sand has moved about 1i4 mile south of the sandbag area and created a secbnd bulge in
the shoreline, It would appear that the beach renourishment sand "bulge" may be focusing
the wave energy from northeasters onto the area just to the horth.
Dune Reconstruction Area #1 begins 6000 ft. north of the Pea Island National Wildlife
Refuge Office driveway and extends north 500 ft. The frontal dune has been leveled in this
area creating an ocean overwash during storm conditions. Much of the vegetation has beers
washed away of buried. Scattered clumps of sea oats (Uniola panieukW and beachgtass
(Arnmophila }myj i 1 ) still remain. The frontal dunes on either side of the overwash
area are still heavily vegetated and range in height from 10-15 ft. The beach erosion scarp
on the,41sting frontal dunes is t40-150 ft. from the edge of NC 12 with hie" high Water at
approxinrtately 170 ft.
NCDOT proposes to push up the sand between NC 12 and the duneline into the
overwash area to dente a new fi-on al dune in with the ekisting dunes. Sand froth within
the right of way on the West side of NC 12 may also be utilized to construct the new trotital
dune. No sand from the beach itself is proposed to be utilized. A bulldozer and backhoe are
proposed, to do the work. After construction is complete the disturbed areas will be
stabilized with the planting of beach grass and sand fencing.
Area #2 is located another 1200 ft. further north of the first section or 7200 ft. from
the Pea Island National Wildlife Refuge Office driveway. This area extends 1300 ft. to the
north and is very similar to the first. Along with the sea oats and beachgrass there ate also
low shrubby areas of yaupon (Ila yom J01W. The existing frontal dune beach scarp is 200
ft. oceah*ard of the pavement and mean high water is at approximately 230 ft. NCDOT
proposes to push up sand in the same way as desctibed above to create a new frontal dune.

Although sand from within NCDOT's 100 ft. tight of way will be used for the dune
construction, most of the work will take place on Pea Island National Wildlife. Refuge
property. Therefore, a Special Use Permit front the VS Fish and Wildlife Service will be
required before work can be authorized. The applicant has Indicated that they are curtentiy
working to obtain the Special Use Permit.
The project will disturb approximately 4 acres of sandy areas along NC 12. The
project will provide ietnporarv protection to these areas of NC 12 from storm overwash_
These newly constructed dunes will be difficult to stabilize ahd may be Ahott lived depending
on future coastal storms. The project should be done between November lK and Aptit Ja to
avoid the sea turtle nesting season. NCDOT should also adhere to any special ebtndill6lis
from the S Fish .d 'Vildlife Service to m..._::.:-e any Potential Impacts ILV- :?`zer wildlife
species or habitat in the National Wildlife Refuge.

Area #2 is located another 1200 ft: further north of the first section or 7200 ft. from
the Pea Island National Wildlife Refuge Office driveway. This area extends 1300 ft. to the
north and is very similar to the first. Along with the sea oats and beachgrass there are also
low shrubby areas.of yaupon Ilex vomitoria). The existing frontal dune beach scarp is 200
ft. oceanward of the pavement and mean high water is at approximately 230 ft. NCDOT
proposes to push up sand in the same way as described above to create a new frontal dune.

Although sand from within NCDOT's 100 ft. right of way will be used for the dune
construction, most of the work will take place on Pea Island National Wildlife Refuge
property. Therefore, a Special Use Permit from the US Fish and Wildlife Service will be
required before work can be authorized. The applicant has indicated that they are currently
working to obtain the Special Use Permit.
Anticipated Impacts
The project will disturb approximately 4 acres of sandy areas along NC 12. The
project will provide temporary protection to these areas of NC 12 from storm overwash.
These newly constructed dunes will be difficult to stabilize and may be short lived depending
on future coastal storms. The project should be done between November 16 and April 30 to
avoid the sea turtle nesting season. NCDOT should also adhere to any special conditions
from the US Fish and Wildlife Service to minimize any potential impacts to other wildlife
species or habitat in the National Wildlife Refuge.

The project is located in a Conservation Area as identified in the Dare County Land
