equipment listed on the attached application meet the following requirements for Tax Certification:

1. The property has been, or will be, constructed or installed;
2. The property complies with, or if still under construction will comply with, the requirements
of the EMC;
3. The property is being effectively operated, or will when completed be required to operate, in
accordance with the terms and conditions of approvals issued by the EMC; and
4. The property has, or when completed will have, as its primary rather than incidental purpose
the reduction of water pollution resulting from the discharge of sewage or waste.
Please note that as part of this Tax Certification process the DEQ staff did not make any efforts to

• The secondary containment for waste water tank#2 appeared to need sealing.
• Many of these treatment units have toluene sensors now,which could also be
considered as qualifying.

1. Representative Sampling
Samples and measurements taken as required-herein shall be representative of'the volume "

A. Duty to Comply
The Industrial User must comply with,all conditions of the Permit. Any non compliance
with'the,Permit constitutes a violation of the SUO and•may, be. grounds for possible
enforcement action: The MSD may. levy.fines of"up to twenty-five thousand, dollar's
($25,000.0.0).per day per violation. The Industrial User 'may be subject to crin-inal:penalties
levied by-the State of North Carolina or the United States of America. -
B. Duty.to Mitigate.--Prevention of Adverse Impact.
The Industrial User shall take.all reasonable steps to mini•mi?e.or prevent any discharge.in.'
violation-of the Permit which has.a reasonable likelihood of adversely affecting human'
health,the IvISD Treatment Plant,the French Broad River,or the environment.
C. Genetal Prohibitive Standards
In addition to the requirements of the.Permit; the Industrial User shall comply with the ;

H. ' ' Removed Substances
Solids, sludge,filter,backwash, or other pollutants removed in the course of treatment'or
control of wastewaters shall be disposed of ire a manner such-as to prevent any pollutants;
from-such materials from entering the sewer system.-The:Industrial.User is responsible-for
assuring its compliance .with any requirenienfs iegarding the :generation,. treatment,
storage;. -or disposal of "Hazardous Waste" as def ned under the Federal Resource
Conservation and•Recovery Act.
I. Upset Conditions
An 11Upset' of.Pretreatment.Facilities means an exceptional incident in which there is an
unintentional and temporary, noncompliance.with the effluent,limitations of the-Permit
becau'se•of factors beyond:the-ioasonable control of the Industrial•User. An Upset does not' .
include noncompli
ad ance to,the extent caused by operational'errorjmpropeffy designed or-
inequate`treatment facilities,lack of preventative.'mairitenance, or careless or improper
operations:
An Upset may•constitute.an affirmative defense fox,action brought,for the-noneompliance-,
The Industrial User has the burden of proof to provide-evidence and demoitisirate.that none

If,a toxic.effluent.standard-or prohibition (inducting'any schedule of compliance specified

P. 'Availability of Records and Reports.
The Tndustrial.User shall retain records of all monitoring information, including alt:"
calibration and maintenance records..ds well as copies.of:reports and information used to .
complete the application fox the Permit for at least three (3)years. AU records pettaining to
any enforcement action shall•be retained and preserved by the Industrial User until all
enforcement activities have concluded and all periods of limitation with respect to arty and
all appeals have expired;
Except for data determined to be confidential under the Sewer Use Ordinance, all-reports
prepared in•accoxdance with terms of.the Permit shall be available-for public inspection at
the Metropolitan Sewerage District.;EfOuent-data shall notbe'considered confidential,
Duty to Provide Information
The:Industrial User 'shal fu ish••to the. General Manger. or his designees, within a
reasonable time, any.information,MSD,"or its designee,di the North.Carohna Department
of Environment and-.Natural Resources may request to determine whether cause exists for
modifying,revoking and reissuing, or'terminating the Perrmit or-to determine compliance
:with the Permit. The Industrial•User shall also famish, upon request, copies of:records
required to be kept by the Permit..
R. - Penalties for,Falsification of Reports
The Metropolitan Sewerage District SUO provides that'any-person who.knowingly makes
any-false statements or. .represezitation'in any application-or:report or other document
submitted.or required'-to be.-maintained pursuant-tb 'the SUO or'.the Permit, or who.
knowingly renders inaccurate any -monitoring device'or method -required tinder this. .
ordinance,.shall upon conviction be"punished.by a-fine_of not more-than.$25,OOp-for each
violation. NCGS 143-215.6B provides that similar.offerises array be punished by a,fine of tip

contribute to theaoxicity of the MSD Wastewater Treatment Plant effluent or any pollutant
that is otherwise-limited by the NBD Discharge Permit. The Permit as modified or,reissued
under this paragraph.may -also contain any. other requirements of-'State or Federal
pretreatment regulations then applicable.

Biomass in the sewer lines was addressed.When MSD tested it in 2013, acetone was detected. To resolve
this situation,Day international is now collecting mop water in areas where acetone is used. This mop water is now
hauled off site.
Operations are affiliated with the printing industry. Manufacture consists of making blankets and sleeves,
which allows slip the printing type on. As of this year porous rolls area is now gone. However,there are about 80
drums of vapor recovery water,stored on site. These will need to be shipped off or cleaned up and used in the
ooling tower.

In making the cement blankets,the process begins in the Mill room with the mixing and blending of the
rubber with a roller(two large cylinders rotating in opposite directions). One cylinder is.heated up by friction. The
cooler cylinder is cooled with non-contact cooling water. Rubber consists of various measured ingredients. The
e mixture adh res o he ogler cytiffder wJl ile fhe to her heats the mixture up so it can blend together. Toluene is used
to clean the cylinders. One waste drum holds solvent rags and another contains the waste Toluene. There are no
floor drains in the area.
The solvent rubber blanket is chopped up and taken to the Cement Mixing room. Here it is placed in a
200 gallon blender, along with toluene and churned to produce a viscous, almost gooey, substance called"cement".
When the cement is poured out, it is run through,what appears as, an upside down funnel with a screen on it to
filter any lumps. These funnel shaped objects are cleaned in a parts washer,which is.along the wall. There are no
floor drains in this room. There are several mixers. I was told that the mixers are not cleaned. Some smaller ones
add a chemical that allows the material to become more elastic. This room has humidifiers to control the
atmosphere in preventing possible sparks from igniting the vapors. In the corner of the room there is a drum of
waste heptane.
In the next room, begins the operation of"spreading". A cloth base is rotated on the rollers. A large glob
of cement is applied. The rollers cause a thin layer of cement to be applied to the cloth sheet. There is special unit
on the other side of the hallway in its own room. This one has a new adhesive that is not vented to the recovery
system. However,when not producing this product,this machine is used like the others and converts to using
toluene.
In the spreader room,the employees use Heptane to clean their hands. A gallon container is at each station.
There are four stations with two machines for each station.
Any waste heptane is drummed up and put in a tank outside at the tank farm.
It is then conveyed onto the curing ovens. Again,the roll returns to have another layer applied. After
several layers are done,the product is then passed through the steam heated ovens to allow the toluene to be
released. The toluene is captured by hoods and directed to the recovery system outside, as are all the vapors
emitted from different departments.
After the spreader operation,the blankets sit for 12 hours in a dimly lit room. Any vapors emitted are
piped outside to be recovered. This room is called the festoon room.
The next process involves applying a talc coating or a starch coating and a paper barrier between rolled
layers to prevent sticking as it is cured in ovens. As it cures,the underlining fabric and the rubber bond together.
Most of the toluene vapors are removed in the spreader process. However,more are removed here also. They are
sent to the outside recovery system. After curing the paper is removed. I was told that there might be some Zinc in
the talc.

Finally the product is taken to the inspection area where it is cut,ground and packaged. The grinders are
dry. This area is enclosed. In the inspection area, small containers of Isopropyl Alcohol and NIEK are used to
clean the product.
There is a process, called Metal Back Blankets,in the NCT Room,that takes the blanket and cuts it into
smaller sections and adheres it to a piece of metal backing(stainless steel). In another room,hot melt is used to
adhere the metal sheets.In this room heat and pressure adhere the two pieces together. Clean-up involves scraping'.
and no water.
In the texturizing room, (a small room near the Solvent Recovery System outside)the finished blankets
have the starch washed off of them. Currently the blankets are etched with an alkaline and an acid. The blanket is
rolled through rotating brushes that apply the NaOH from the reservoirs to the blanket. Any spills, drag-out or
draining goes to a floor channel under the machine. The spill traps at the door entrances and the wash-up sink also
empty into the channel. The channel directs the wastewater to a sump where a pump,which is manually operated,
transfers the contents though a pipe under the floor and up into an outside sump. The contents of the"Wash/refuse
Tank"also go to the outside sump. The outside sump,in turn, directs the wastewater to pretreatment.
The outside sump receives waste from:
• Texturizing room—this is batch discharge
• Blowdown from the cooling tower
• Cooling tower overflow
• Treated water from the air stripper.
• An air compressor nearby has the condensate drain to the sump. This air compressor is seldom
used.
• New:tubing from the air compressor condensate.
The sump operates on an automatic switch.

Outside,there are two sets of 3 large From

standing by. The condensed toluene is filtered overflow
through the units. Steam is used to back flush the ~
saturated carbon where it is directed to condensers.

The water from the air stripper is piped to the cooling tower. I was told that the odor was getting worse but
they are living with it until they can learn to clean up the water.
There is an LEL meter in that tank. If the level of solvent is high, a visual alarm triggers and the valve to
the sewer is closed and the valve to the 2'tank opens. They also have a sight glass that is checked every hour.
The air stripper is cleaned every 6 months.
From the decantor,the captured solvent drains to the solvent farm tanks which consists of—4,000 gal
MEK,4,000 gal Heptane,4,000 gal Toluene, a 20,000 gal Toluene, and, in back, an oil tank.
The Cement Solvent Recovery Building is a separate outside building. Here waste cement-(scrap rubber)
is heated and mixed in a Churner to recover solvent. The byproduct is manually dumped. Fumes from this process
are captured and transferred to the Solvent Recovery System. It is heated by steam. It is visible coming off a stack
from the building.
The building next is the Flammable Storage Building. There are not drains and the floor is sloped.
At the tank farm there is a containment area for the trucks that pick up or treat the waste. The open ends of
4 lines extend over a containment area. This is where truck hook up to the tanks. A drain line from the
containment area leads back to the
containment area where the tanks are.
There is also a containment area for the k �To tank
trucks. There are two drain lines `

One of the 4 cooling towers is
next to the recovery system. It has a sand filter attached to it. When it back flushes it goes to pretreatment. The
chemicals for the cooling tower are in contamment tanks inside the building.
Back inside and down the hall from the Texturizing Room and the spreading room with the single unit,
there is the receiving area in the back.
Walking further into the facility there is the Offset Sleeve Area. This is for Offset printing. The process
begins with a new coating of thread,that is not MEK based cement. This is a space filler. Next the blue rubber
cement roll is slipped onto it. There is a machine that creates the blue rubber cement roll and grinds it to a specific
thickness.There are no drains in this area.
In the back corner,there used to be an process where MEK was applied. Now they have an Alcohol or
Heptane cleaning station where the part is dipped into.
Once the blue rubber cement roll has been put on, a Mylar sleeve is applied. While under heat and
pressure, the black MEK and blue rubber cement roll bonds. The blue sleeve is extruded using non-contact cooling
water.The Mylar is removed and the sleeve is ground to a specific thickness--~
The final stage is where it is ground to a specific thickness using a dry grinder. The dust from the grinding
operation is collected.

The Roteck process consists of winding fiberglass tape or thread onto a metal sleeve. For the thread "q
winding, once it is complete,the sleeve is exposed to UV for curing. Heated air is then sent up the sleeve which
causes the fiberglass to expand and easily slip off the metal sleeve. The only difference with the tape winding is
that it cures using a heated oven.
There is a separate room now where MEK is applied onto the fiberglass thread winding. The vapors for
this room go directly into the air outside.
Some of the finished products are ground using dry or wet grinders. There are 4 wet grinders. The water
for these use an additive chemical that prolongs the life of the water.As the water is used,it drops through a paper
filter screen and into a reservoir, from where it is pulled and reused. Solids settle out and are periodically removed
and sent to the landfill. The water is periodically changed out and hauled off. The blue in the grinders is urethane.
The dry grinders use a circular stone.
When water gets too bad, it is drummed up and hauled off.
In this area there is a hot oil heating system. Steam is used to heat the oil which then, in the other room,
heats a sheet of rubber to a sheet of metal bonding them together.
There is another operation where a urethane coating is applied to the blue sleeve. There are 2 grinders
that uses water that is reused and to discharged. There are no drains in the area.
Then there is the Digital Printing Sleeve. Here there is a nickel sleeve that has urethane cover it. There
are 2 wet grinders used with a closed water recycling system using filter paper.
Next is the DaYcollan area. The ingredients are mixed and poured into a mold and cured. This product is
used for cutting cardboards. The product looks like bands(flexible mats). The material,polyurethane,prevents
cutting blades from loosing their sharpness. There is an alcohol waste drum. This is a mold release solvent.The
MEK adhesive but emissions are vented into the atmosphere.
Metal(nickel) and uethane are heated together and bound.The grinders and polishers use filter paper to
clean the water.
In flexographics area there is an oil storage room. Not far away is a paint'booth. The paint comes in cans
and only the gun is soaked in Acetone. The lines and guns are sprayed into the air filters.
The maintenance building it connected to the facility by way of a walkway. There is a small parts washer
of degreaser in that building but there are no floor drains.
In the boiler room there are 2 meters which measure the boiler make-up water. The treatment chemicals ,
are in double walled containment tanks. There is a drain in the middle of the floor. In this room is the air
compressor.The condensate line goes to one of two oil/water separators in the c i er room. The clean water drain
spout was opened and tested. It did not feel oily. Next to the air compressor there is a floor drain.
In the chiller rborii'there are several floor drains but again the chemicals are stored the same as the boiler
room. The next adjoining room is the main

Wastewater from the various areas --► recirculation

discharge into a 5,000 gallon equalization circulation pump
tank in a containment area(the one on the

ght). The tanks are used for neutralization prior to entering the pretreatment building. This has been changed
from pumping to the 2'tank to gravity feeding to the 21
JPtank from the bottom.
Serpentine pipes
The lower pipe and upper pipe extending to the
pretreatment building is for recirculation. There is a pipe in to flume
the middle that directs the wastewater to the pretreatment '—

Inside the building the water first enters the flash mixer
tank where it is simply mixed. Next it is pumped through
the serpentine pipes for detention time(similar looking to a
heat exchanger). Coagulant and flocculent are no longer
used as of 2011. Because of porous roll having been taken out,the question was proposed if they still need the
pretreatment system and if the facility is still a CICJ. This will be investigated.
Finally it reaches the DAF where sludge floats to the top and the treated water discharges from the bottom,
to a plastic drum and finally to the sewer. There is also a pH meter in this tank. This is not hooked up to an alarm
system even though it has the capability. The floatable sludge purges out to the paper filter where the supernatant
drains to the building's sump and is pumped to the equalization tank. The filter advances the paper using a timer.
In 2014 they had a pilot filter system to test Zn before and after entering the pretreatment system. The data
was to show MSD that their limits can be met without pretreatment. In 2013 the equalization tanks before
pretreatment were cleaned out. This was done prior to testing the Zn levels before and after pretreatment. Effluent
samples are now taken from the tank pumped to the sewer. In the line they put a valve that they periodically
manually open and drain so much into the composite jug.
pH is calibrated every 2-3 times per month._
Out in the yard is a small building next to the effluent manhole. It is a parshall flume. The pH meter is
placed there. There is also a flow meter,which records the flow on a tape. In the building is a sampler for
composite sampling and the pH meter(one digital and one circular chart). They now have a table top pH meter in
the pretreatment building.
The city water account number is 1010958-2028287. They are billed for sewer by MSD using only the
flume meter readings(MP.#04).

Biomass in the sewer lines was addressed. When MSD tested it in 2013, acetone was detected. To resolve
this situation,Day international is now collecting mop water in areas where acetone is used. This mop water is now
hauled off site.
Operations are affiliated with the printing industry. Manufacture consists of making blankets and sleeves,
which allows slip the printing type on. As of this year porous rolls area is now gone. However,there are about 80
drums of vapor recovery water stored on site. These will need to be shipped off or cleaned up and used in the
pooling tower.
In making the cement blankets,the process begins in the Mill room with the mixing and blending of the
rubber with a roller(two large cylinders rotating in opposite directions). One cylinder is heated up by friction. The
cooler cylinder is cooled with non-contact cooling water. Rubber consists of various measured ingredients. The
mixture adheres o7h�cool'eFU5rlMUr while e'�h o—they heats the mixture up so it can blend together. Toluene is used
to clean the cylinders. One waste drum holds solvent rags and another contains the waste Toluene. There are no
floor drains in the area.

Subject: Site visit
Hi John,
We spoke a couple of weeks ago regarding a tax certification request from your Michigan
office. The certification is specific to your wastewater treatment units. I'll need to do a
site visit, focusing on the wastewater flows and pretreatment equipment. Although
similar perhaps to an MSD inspection, this site visit is not the same.
I was looking at next week. Are you available in the afternoon (N1:00) either Tuesday
8/1 or Wednesday 8/2?
