The Corps has had on-going meetings regarding this project with interested parties,including the Division of Water Quality(DWQ)—Asheville Regional Office. As DWQ has stated during those meetings,the following concerns may, or will likely,need to be addressed: 1. NPDES Construction Stormwater Permit NCGO10000—This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If greater than one acre is disturbed,a NCGO 10000 is required. 2. 401 Water Quality Certification—If a 404 permit is required by the Army Corp of Engineers, a 401 Water Quality Certification is necessary. Depending on the amount of impact to a stream and/or wetland—written concurrence from this office may be required. Thank you for the opportunity to comment. The following concerns may, or will likely,need to be addressed: 1. NPDES Construction Stormwater Permit NCGO 10000—This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If the proposed project will disturb greater than one acre, an NCGO10000 permit is required. 2. The following concerns may,or will likely,need to be addressed: 1. NPDES Construction Stormwater Permit NCGO 10000—This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. The proposed project will disturb greater than one acre, so an NCGO10000 permit is required. 2. City of Asheville Phase II stormwater requirements—the City of Asheville,Planning Department, should be contacted to ensure compliance with any Phase II or additional stormwater requirements. 3. 401 Water Quality Certification—This project is a redevelopment in an urbanized area—no impacts to streams are wetlands are expected, so likely no 404 or 401 Certification will be necessary. Wilson,Environmental Engineer =� Subject: USDA-Pisgah National Forest—Oak Regeneration Research Project Environmental Scoping Comments Project No. : 13-0254 Buncombe County The USDA Forest Service wishes to perform an Oak Regeneration Research Project in Pisgah National Forest, southeast of Beaverdam in Buncombe County. Road construction and improvements are also proposed. The Division of Water Quality has the following comments: 1. The USDA should ensure that all Forestry Practice Guidelines are met/maintained during.the project. 2. NPDES Construction Stormwater Permit NCGO 10000—This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. The project site is located in the Bent Creek Experimental Forest in Buncombe County,North Carolina, and is about one mile north of Lake Powhatan. This project will be known as the"Wolf Branch Streambank Stabilization Project."Map and site photo attached. Purpose and Need for the Proposal At this site, Wolf Branch meanders into the toe of the valley side slope and erosion of the bank has occurred. The eroding bank was measured to be 60 feet long with a maximum height of about.8 feet. The potential for future erosion is high and the estimated volume of soil lost is also high, estimated at 420 ft3 per year. The purpose and need for this proposal is to reduce potential for ongoing sediment contribution to Wolf Branch, repair existing resource damage, and decrease the potential for future large flows to contribute sediment to Wolf Branch. Wolf Creek Proposed Actions - 1. Lay back the eroding section of the bank to a 1:1 slope, including'the'overhanging bank. Decompact the trail surface for about 100.feet to eliminate.surface runoff to...the bank. Several trees will be . removed from the bank and used on site. ' ' 2. Cut off the large meander bend by constructing a new channel. The bend will be left as an oxbow, a feature having an ephemeral pool. 3. Since the new section of channel would straighten the reach and ultimately increase channel gradient, energy dissipating structures would be employed to stabilize the channel. These structures include those typical of a natural stream channel design, e.g. cross vane and J-hook structures made from trees and boulders. Design channel dimensions would be taken from up and down stream reaches. 4. The site is accessible from Forest Road 491 and an existing non system road. New road construction would not be required. 5. Disturbed soil will be seeded and mulched. Stream banks will additionally be covered with coir matting and planted with riparian type vegetation. 6. Access to an adjacent section of non-system road currently being used as an unauthorized trail for hiking and mountain biking would be blocked. Recreational access to the area will still be available via the nearby Wolf Branch Trail (Trail 666),which will not be affected by this project. Forest Plan Direction The Land and Resource Management Plan, Pisgah and Nantahala National Forest(Forest Plan), provides the following direction for the management of riparian areas: • Rehabilitate active sites that are contributing visible sediment to the stream channel.
