this• verification will remain valid for the 2 years if, during that period,
the nationwide permit authorization is reissued without modification or the
activity complies with any subsequent modification of the nationwide permit
authorization. If during the 2 years, the nationwide permit authorization
expires or is suspended or revoked, or is modified, such that the activity
would no longer comply with the terms and conditions of the nationwide permit,
activities which have commenced (i.e., are under construction) or are under
contract to commence in reliance upon the nationwide permit will remain
authorized provided the activity is completed within 12 months of the date of
the nationwide permit's expiration, modification or revocation, unless
discretionary authority has been exercised on a case-by-case basis to modify,
suspend, or revoke the authorization.

SUBJECT: Chatham/Lee County, Replacement of Bridge No. 418
on SR 1011 over Deep River, TIP No. B-1126, State
Project No. 8.2520401, Federal-Aid Project No.
BRZ-2629(1).
Attached for your information is a copy of the project
planning report for the subject project. The project is
being processed by the Federal Highway Administration as an
Addendum to "Categorical Exclusion" in accordance with 23 CFR
771.115(b).
Therefore, we do not anticipate requesting an individual
permit but propose to proceed under a Nationwide Permit in
accordance with 33 CFR 330 Appendix A (B-23) issued November
22, 1991, by the Corps of Engineers. The provisions of
Section 330.4 and Appendix A (C) of these regulations will be
followed in the construction of the project.
We do not anticipate that a permit application or
notification to the North Carolina Department of Environment,
Health and Natural Resources, Division of Environmental
Management, will be required for this project.

I. Background
A Project Planning Report (categorical exclusion) for the subject
project was approved by FHWA in November, 1984.
The recommended alternate was to replace Bridge No. 418 with a new
bridge at the existing location over Deep River. Traffic was to be
detoured onto existing roads during construction as shown in Figure 1.
Design plans were prepared for this alternate.
The project was removed from the December 10, 1992 letting on
December 10, 1992 (contract award date). Questions had been raised about
whether the traffic service provided by the bridge warranted replacement
(estimated cost, $1,044,00).
II. Discussion
It was determined that continuation of traffic service at this
location was warranted. Without the bridge, one mile of additional travel
would be required. The division office agreed that the current traffic
volume of 2,300 VPD justified a bridge at this site.
Further studies indicate that the existing substructure is adequate.
Therefore, replacement of the superstructure while retaining the existing
substructure is recommended. Cost of this rehabilitation is estimated to
be $814,000. The sufficiency rating after rehabilitation will be
94.3/100.0.
III. Environmental Considerations
A construction consultation was completed on November 25, 1992. It
determined suitable habitat may exist for the federally Endangered Cape
Fear shiner. Subsequently, FHWA entered into informal consultation with
the U.S. Fish and Wildlife Service. This concluded that the originally
planned replacement project would not likely adversely affect the shiner.
This conclusion remains valid because retaining the existing substructure
will eliminate impacts associated with destroying and reconstructing this
substructure.
IV. Bicycle Accommodations
SR 1011 in Chatham County is part of the North Carolina Bicycling
Highway System - the Carolina Connection route. Safety accommodations
must be provided for bicycles. These accommodations include minimum
four-foot wide shoulders and bicycle-safe railing of 54 inches.
V. Action Required
A new project schedule should be established by the Roadway Design,
Structure Design, and Bridge Maintenance units.
