Hi. Assuming Hickory’s Land Development Code (2018) at following website:

detail:
Sec. 4.5 Watershed Protection Overlay District (WP-O) (TA 18-01) 4.5.1 General Provisions A. Intent The WP-O, Watershed Protection
Overlay district provisions of this section are intended to carry out the requirements of Article 21 of Chapter 143 of the General
Statutes of North Carolina and to limit the exposure of public supply watersheds to pollution from surface water runoff. The sources of
such pollution include stormwater runoff from built upon areas, leachate from sanitary landfills, accidental spills of hazardous materials,
wastewater discharges, soil erosion, land application of sludge or petroleum contaminated soils and other point and nonpoint sources
of pollution. Generally, land within the Lake Hickory Water Supply Watershed is classified as WS-IV, and land within the Jacob’s Fork
Water Supply Watershed is classified as WS-III.
This is also consistent with our WSWP map (which you likely checked first).
