Upon review of your request for Water Quality Certification
to place fill material in less than one acre of wetlands or
waters for road maintenance located at SR 1334 in Surry County,
we have determined that the proposed fill can be covered by
General Water Quality Certification No. 2745 issued January 21,
1992. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 3.

SUBJECT A review of an application by NCDOT for emergency
reconstruction of a pipe on SR 1334 in an unnamed
tributary to the Mitchell River, Surry County
Dear Mr. Jolly:
The North Carolina Department of Transportation (NCDOT) is
requesting a letter of concurrence from the North Carolina
Wildlife Resources Commission (NCWRC) to obtain a 404 permit from
the U.S. Army Corps of Engineers. The NCWRC has reviewed
information provided by the applicant, and field biologists on
our staff are familiar with habitat values of the project area.
These comments are provided in accordance with provisions of the
Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and
Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C.
661-667d).
Based on the information provided by the applicant and our
information on the range of trout in the project area, this
project will have minimal impacts on waters supporting trout.
The Mitchell River is classified as Outstanding Resources Waters
supporting populations of smallmouth bass, redbreast sunfish and
brown trout. We have no objection to the project as proposed
provided that adequate erosion controls are maintained throughout
the life of the project.
