Please find enclosed Discharge Monitoring Report for Jackson Paper Manufacturing Company
NPDES Permit No. NICS000295 for reporting period starting January 1, 2020 and ending March
31, 2020.
Results from samples taken on January 24, 2020 show benchmark exceedances at Outfaall 003 for
1"SS and COD. Outfall 003 drains the areas around the boiler and sawdust/fuel receiving and
storage, boiler ash pit and boiler ash ponds, the recycle pulp facility, paper bale receiving clock and
storage, several masonry storage buildings for spare equipment and the railroad tracks. We will
continue our housekeeping efforts in these areas, including thorough cleaning of drainage ditches.
Per our current Tier Two response for Outfall 003, we will continue to conduct monthly monitoring
and reporting for all parameters at Outfall 003. Monthly (analytical and qualitative) monitoring
Will continue until three consecutive sample results are below the benchmark values. We will also
continue to monitor for all parameters in the receiving water (Scott's Creek) directly upstream and
downstream of the monitoring point in accordance with the Tier Two response.

Results. from samples for Outfall 001 show a benchmark cxceedancc foI- TSS. OutfAll 001 is
located at a catch basin in the middle of the facility's front parking lot. The basin collects runoff
from the employee and visitor parking areas, roof drains Ironl the office building, and dclive[y
truck loadirlglunloading clocks. Portions of West Main Street, located cast of the facility; slopes
towards the facility so that stornlwater from till-, section of roadway runs 10\4'ardS OUtfall 001.
Recent ]sigh -water levels and flooding in Scott's Creek have caused Several episodes of water
backing up and flooding the fi-ont parking lot, potentially contributing to TSS. We will continue
with regular sweeping of the parking lots in an effort to bring TSS below the benchmark.
