REGAN secreiary WILLIAM E. (TOBY) VINSON, JR. Interim Director Subject: General Permit No. NCG140000 Redi Mix Concrete — Greensboro COC No. NCG140462 Guilford County Dear Mr. Speer: In accordance with your application for a discharge permit received on April 3, 2018, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please be aware that Long Creek (segment index number 17-2-1-(1)) is an impaired water. This stream is impaired because both fish community and benthos have been rated as fair, There are also multiple Total Maximum Daily Loads (TMDLs) that affect this watershed for turbidity and fecal coliform. Information about these TMDLs can be found on Division of Water Resources' websitc: https:/Meq.nc.gov/about/divisions/water-re sou rccslplanning/mode] ing-assessment/tmdIs. In Part 1, Section A, the General Permit explains that for discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility demonstrating that discharges have no reasonable potential to violate applicable water quality standards for specified pollutants. Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral, and Land Resources. The Division of Energy, Mineral, and Land Resources may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local government permit that may be required.
