Shield Engineering, Inc. (Shield) was unable to collect stormwater samples at the Cleveland facility for the
month of May 2019 at Stormwater Discharge Outfall (SDO) 9001 and #002. According to rainfall data collected
for the month, the only rain event (as defined by General Permit No. NCG030000) of the month began on May
41h and extended through May 11th. This event began on the weekend producing a total of 2.48 inches of rain
over 6 days during that period. As the seasonal type of storm event is moving towards a high intensity, short
duration event, usually commencing in late afternoon through early evening with little to no notice for
preparation, Shield will continue to monitor daily weather conditions and attempt to continue coordination of
appropriate staff and resources to facilitate adequate sample collection. A partially completed Discharge
Monitoring Report form is attached to this cover letter for signature of the appropriate authorized permittee and
submittal to the State.
Daimler's Cleveland facility remains in Tier Three of the NPDES General Permit No. NCG030000 at SDO #001
and SDO #002 for Copper. The facility is also Tier Three for Zinc at SDO #002. Shield will continue to
perform monthly monitoring at SD0#001 and SDO#002 per Tier Two requirements until instructed to halt by
Daimler. Shield greatly appreciates the opportunity to provide environmental services to Daimler 'Trucks of

Shield Engineering, Inc. (Shield) was unable to collect storm water samples for Storm water
Discharge Outfalls (SDO) 001 and 002 at the Daimler Cleveland facility for the month of May.
Per Section 2 Part IV of General Permit No. NCG030000 Shield will attempt to perform a
substitute sample or a visual assessment during the next qualifying storm event. The original and
one signed copy of the Discharge Monitoring Report for November are enclosed.
Included with the November 2018 Discharge Monitoring Report Cleveland facility provide re -
notification under the NPDES General Permit No. NCG030000, effective November 1, 2018 that
the facility remains in Tier Three for SDO 001 and SDO 002. Daimler Trucks Cleveland facility is
awaiting notification from the Division of Water Quality as to what changes will occur when
entering into Tier Three of the NPDES General Permit.

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."
