Copies of the General Certification are attached. These Certifications may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 13 and 14. Army Corps of Engineers Raleigh Field Office, Regulatory Branch 6512 Falls of the Neuse Road Raleigh, North Carolina 27615-6846 SUBJECT: A review of an application by NCDOT for bank stabilization and stream crossing along SR 1201 adjacent to the South Fork New River, Ashe County Dear Mr. Jolly: The North Carolina Department of Transportation (NCDOT) is requesting a letter of concurrence from the North Carolina Wildlife Resources Commission (NCWRC) to obtain a 404 permit from the U.S. Army Corps of Engineers. The NCWRC has reviewed information provided by the applicant, and field biologists on our staff are familiar with habitat values of the project area. These comments are provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). The NCDOT is proposing to grade, drain, base and pave SR 1201 (Severt Road) in Ashe County. Due to the close proximity of the South Fork New River, bank stabilization with riprap will be necessary from stations 48+50 through 59+50. Based on the information provided by the applicant and our information on the range of trout in the project area, this project will not impact trout waters. However, the South Fork New River does contain excellent populations of smallmouth bass and rock bass. We do not object to the project as proposed provided that adequate erosion controls are maintained throughout the life of the project to protect aquatic populations from off- site sedimentation. .f IF ).. In addition I am sending sketch of areas along the road, with cross sections to cover same where project encroaches inside the 25 ft. trout buffer zone, and marked county map. By copy of this letter I am asking Mr. Joe Mickey, Jr., of North Carolina Wildlife Resources Commission District Fisheries Biologist to comment directly to you concerning the 404 Nationwide Permit request. (2) As construction progresses temporary and permanent .erosion control devices shall be installed in a timely manner. (3) All siltation and erosion control devices shall be properly maintained until no longer needed. (4) As project progresses, request will promptly be made to the Division Roadside Environmental Unit for stage and permanent seeding. (5) Any removal of siltation devices will be based on the condition of established ground cover of that area the device is serving. SECTION 1042 RIP RAP MATERIALS 1042-1 PLAIN RIP RAI'. Stone for plain rip rap shal l consist of fieldstone or rough u nhewn quarry stone. The stone shall be sound, tough, dense, resistant to the action of air and water, and suitable in all other respects for the purpose intended. Where broken concrete from demolished structures or pavement is avail- able, it may be used in place of stone provided that such use meets with the approval of the Engineer. However, the use of broken concrete which contains reinforcing steel will not be permitted. The stone or broken concrete shall be graded to meet the following requirements: 1. For Class 1 Rip Rat). Stone shall vary in weight from 5 to 200 pounds. At least 30 percent of the total weight of the rip rap shall be in individual pieces weighing a minimum of 60 pounds each. Not more than 10 percent of the total weight of the rip rap may be in individual pieces weighing less than 15 pounds each. 2. For Class 2 Rip Rap. Stone shall vary in weight from 25 to 250 pounds. At least 60 percent of the total weight of the rip rap shall be in individual pieces weighing a minimum of 100 pounds each. Not more than 5 percent of the total weight of the rip rap may be in individual pieces weighing less than 50 pounds each. 691 NOTES 1. The present road location now exist within the 25 Ft. buffer zone of creek. New construction will not encroach any additional distance inside the buffer zone. 2. There will be no need to disturb any area Rt. of existing shoulder break. 3. We will place silt fence one foot inside of shoulder break or (131) from center line. 4. Part of the existing slope has been armored. We will armor the slope Rt. of station 18+90 to station 19+50. SPECIAL ROCK TOE EMBANKNIENT FILL SECTION: On projects where fill material must be placed in a Buffer Zone, it must be built with a rock toe embankment. Fill should then be placed behind the rock embankment such that no earth mater- ial is directly exposed to the buffer zone area. The rock must extend up the slope so that the entire slope is plated with the stone.
