8. PROJECT SUMMARY: Mr. Daniels proposes to build a nine slip commercial docking facility.

Project Setting
John Johnston, acting as agent for James T. Daniels, has submitted an application for
development on Blounts Creek. The project site is 4.64 acre lot located at 2018 Cotton Patch
Landing Rd. (SRI 115), adjacent to Blounts Creek, a tributary of the Pamlico River, near the
Town of Chocowinity, in Beaufort County, North Carolina. Mr. Daniels is proposing to build a
9 slip docking facility to compliment his existing tackle shop and to accommodate a small
number of rental boats.
Existing man-made features on the property include a single-family residence, storage
and supply building which houses the fishing tackle shop, and associated driveways. Water
dependent structures existing on the property include a ±13' long by ±13' wide boat ramp and
associated ±35' by ±6' launch pier on the right side of the boat ramp. The launch pier has a ±5'
by ±9'L-head platform and is located near the upstream boundary of the property. A ±25' by ±6'
pier with a ±40' by ±6' T-head platform and boatlift is located near the downstream property
boundary, and there is bulkhead along most of the ±670' of shoreline. The total amount of
existing platform is ±285 ft2.
Vegetation on the project site consists of pines, mixed hardwood species, and lawn
grasses. The projects site is bordered to the east and west by wooded wetlands that have not
been delineated by the US Army Corps of Engineers. The wetlands are outside of the proposed
project area and will not be directly impacted by the proposed development activities.
Water depths along the project site range from ±2' immediately adjacent to the bulkhead
down to ±5' below the normal water level in the area of the proposed docking facility. Blounts
Creek is ±200' wide at the project location. Submerged Aquatic Vegetation (SAV) was not
observed in the vicinity of the proposed docking facility during the pre-application site visit on
14 December 2009. According to Jill Paxson with the North Carolina Division of Water Quality
the presence of SAV is unlikely at the project location. The elevation at the project site is ±3'
above the normal water level. Blounts Creek at the project site is classified C/NSW by the North
Carolina Environmental Management Commission. The area is designated as Inland Waters and
is closed to shellfishing.
Project Description
The applicant is proposing to build a 9 slip docking facility. The docking facility will be
located immediately downstream on the left side of the existing boat ramp and will consist of a
±36' long by ±6' wide access pier with a ±126' long by ±6' wide platform running downstream,
parallel to the existing bulkhead. The platform will be located on the access pier ±24' beyond the
bulkhead. Four ±12' long by ±4' wide finger piers and 15 tie pilings will create the 9 ±121 by
±12' slips. The slips will be located on the south side waterward of the platform. With the
existing boatlift at the site, the total number of proposed slips will be 10. The proposed platform
and finger piers total ±1,164 ft' of shaded impact. When the ±1,164 ft2 of platform is added to the
±285 ft2 of existing platform the total will be ±1,449 ft2 which is below the 1,592 ft2 allowed by
the 4 square foot rule.
Anticipated Impacts
The project as proposed will result in the shading of ±1,164 ft' of creek bottom. The
project as proposed will result in localized turbidity as a result of the construction activities. A
total of 10 slips will result from the proposed addition. Daily operation of the slips will be for the
mooring of Mr. Daniels electric fishing boats he rents and will come out of the water at night.
Mr. Daniels does not intend to rent these slips or allow overnight occupancy.

PROJECT NARRATIVE
We propose to install a walkway platform with slips on James Daniels property.
The slips and walkway platform will be located on the west side of the property. This
property is connected to Blount's Creek. The walkway will be no bigger than (+-) 6 feet
wide by 132 feet length. The slips and platform will be installed by using a hydraulic
excavator. The type of construction will be of salt treated wood.
The finger piers on each of the slips will be no longer than 12 feet. The width of
the forger piers (5) will no wider than 4 feet. One forger pier will be 6 feet because of the
closeness to the existing boat ramp. There will be (4) 24 feet wide slips and (1) 12 foot
wide slip. In between each 24 foot slips there will be three tie pilings. These pilings will
be placed in the center of each slip. There will be water and electric installed on this
project. All construction will be using modern materials.

Mr. Daniels would like to construct a docking marina. The marina will be for commerical use. The marina plans to be
constructed of modem materials. It's walkway will run parallel to the existing shore for a length of 132 ft. The width of the
walkway will be 6ft wide. The (6) finger piers will extend 12 ft from the walkway. The total distance from the shore line that it will
extend is 40 ft. This will not interfere with navigational travel. The marina will NOT have a permanent pump-out station, it
also will NOT have FUEL services.
