REQUEST FOR AUTHORIZATION TO CONSTRUCT ASH POND EXPANSION
Dear Mr. Wilms:
Carolina Power & Light Company's (CP&L) Roxboro Plant in Person County,
North Carolina currently uses an ash sluice system to convey fly ash and bottom ash to
an ash setting pond near the plant. The available storage volume in this pond has been
reduced to the point that it is now necessary to expand the pond to provide additional
storage capacity and improve settling efficiency. In accordance with Section III Item C
of the subject permit, CP&L requests an Authorization to Construct for the ash pond
expansion as described in the drawings and specifications that are listed in Enclosure 1.
Three copies of these items accompany this letter for your review and approval.
The proposed expansion involves raising the pond dam and construction of new
canals and dikes to channel ash sluice flowste=pond, to provide more efficient use
of available storage and maximum retention time for ash settling.
This modification to the ash pond is compatible with the anticipated
conversion to a dry fly ash handling system for this plant as described in our letter to you
(Serial ESS-85-866) dated August 7, 1985. This expansion will provide storage for both
bottom ash and fly ash until the dry fly ash version is completed and thereafter primarily
for bottom ash.
