Heims Director Telecrione 919 733-7015 A letter of request for Authorization to Construct was received June 7, 1984, by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the installations and construction of new facilities for the existing .158 MGD wastewater treatment facility to form a .369 MGD wastewater treatment facility con- sisting of existing treatment components and the following changes including elimi- nation of the plant's by-pass line, a comminutor, a supernatant decant system, an additional flow meter, retrofit of the existing 16,516 gallon clarifier to an aera- ted sludge holding tank, a standby power generator, a chlorine contact tank, a re - aeration system, and a dechlorination system (if stream classification cannot be changed from Trout designation), a laboratory, piping, valves, fittings and appur- tenances to serve the West Jefferson Wastewater Treatment Plant off US 221 North. This Authorization to Construct is issued in accordance with Part III para- graph C of NPDES Permit No. NC0020451 issued August 1, 1984, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accor- dance with the conditions and limitations specified in Permit No. NC0020451. The Permittee must employ a certified wastewater operator in accordance with Part III paragraph D of the referenced permit. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina Division of Environmental Management. In event the facilities fail to perform satisfactorily in meeting it's NPDES permit effluent limits, the Town of West Jefferson shall take such immediate corrective action as may be required by this Division, including the construction of additional wastewater treatment and disposal facilities. Currently, the need for dechlorination is being waived pending the Town's attempt to have the receiv- ing stream reclassified to C from C-Trout. Should this attempt not be successful by September 30, 1985, plans for a dechlorination or an alternate disinfection system must be submitted. Cont'd. P. o. Box 27687 Raleigh, N.
