Subject: NPDES Self -Assessment Summary 2018
A self -assessment of the Town's NPDES MS4 Permit was performed in November 2018 using NCDEQ's
Stormwater Management Plan Assessment (SWMPA). The Town complies with NPDES permit requirements
overall, however, the following areas were noted for improvement:
• The following metrics are not currently captured:
o Number of major outfalls (SW100220, SW103280-SW103290)
o Number of dry weather inspections outfall and industrial inspections
Recommendation: Formalize a written procedure for dry weather inspections following completion of GIS
enhancements to identify outfalls. GIS enhancement should include identification of the mapped outfalls by
pipe size to verify Town's major outfalls.
• The following education and outreach opportunities were not accomplished for the FY17-FY18 fiscal year:
o Local community group presentations (SW101910)
o Elementary/middle school presentations (SW101920)
o Big Sweep (SW102700, SW103040-SW103080)
Recommendation: Perform outreach opportunities above for this fiscal year. Additionally, stormwater poster
(SW101950) for use at outreach events should be updated.
• NPDES permit currently notes Wake County for erosion control. Additionally, the permit does not spell out
objectives and measurable goals now that we are delegated. (SW101050, SW104310)
Recommendation: The Town should add BMPs and measurable goals to for adequacy for the next fiscal year
now that the Town is delegated. Additionally, the Town should reach out to the State to see if the existing
permit must be modified to include local program delegation for erosion control.
• Owner annual SCM inspections reported are very low for permitted SCMs (SW1 05260-SW1 05290).
Recommendation: Provide education to all SCM owners on maintenance requirements. Enforcement is
available as needed.
• Informational Website: The permittee shall promote and maintain, an internet web site designed to convey
the program's message. (SW101690). Maintain Hotline/Help line (SW101690 & SW102890-SW102910)):
Most contact is made through alternative methods.
Recommendation: Website enhancements are needed to include erosion control, a more prevalent hotline
presence and to add additional links to external websites.

• Municipal training and associated educational materials should be enhanced.
Recommendation: Staff training should be provided to Town departments such as Public Works, Public
Utilities and Parks and Recreation. Education materials should be provided (SW106010). These departments
all have NPDES reporting items as well that may be streamlined.
• Other items requested for reporting but not currently tracked (Note: Many of these obligations are met at
least partially by CWEP involvement as noted in the self -assessment. Others are performed by other Town
departments and would require additional coordination):
o Number of new homeowner welcome packets containing storm -water -related information

o Classroom Outreach metrics (SW102060-SW102120)
o Commercial Outreach metrics: The number of businesses trained under the stormwater
program (SW102220)
o Pet Waste Management metrics (SW102350-SW102350)
o Promotional Giveaways metrics (SW102360-SW102390)
o A survey of homeowners about their water conservation behavior before and after the message
is delivered (SW102610 — Regarding water conservation mailings)
o Telephone/Web/Mall surveys? (SW102780)
o Adopt -Stream Program (SW102830-SW102850)
o Surveys (SW102860-SW102880)
o Reforestation Program metrics (SW102920-SW102950)
o Volunteer Monitoring Metrics (SW103090-SW103140)
o Wetland Planting metrics (SW103150-SW103180)
o Industrial or Business Connections metrics (SW103970-SW104020)
o Recreational Sewage metrics (SW104030-SW104080)
o City Facility inspection metrics (SW106330)

Recommendation: Await any NCDEQ guidance on these items.
NCDEQ is offering compliance training in Feb -March 2019 that will likely be beneficial. Staff
recommends attendance at offered training.
