The sewer lines currently run through the center of the proposed Coastal Christian High School site, but this location would significantly limit the design of the school. The applicant proposes to move the lines to an adjacent undeveloped tract. Approximately 0.48 acres of 404 wetlands will be temporarily impacted during the open cut installation of the sewer lines. The 30'-wide easement will be returned to grade once the lines have been installed and will be maintained in a mowed condition. The area is currently mowed, therefore, no mitigation is proposed. The Pre-Construction Notification form, associated maps, and site plan are enclosed for your review. In addition, the 401 WQC application fee has been mailed to the Raleigh office. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The school site is currently undeveloped and cleared except for one building and a picnic shelter. A sewer line easement runs through the middle of the site. The proposed easement area is undeveloped and vegetation is maintained in a mowed condition. Adjacent land use consists of Myrtle Grove Presbyterian Church to the north, some residential to the south, and forested elsewhere. 3b. Explain the purpose of the proposed project: The purpose of the project is to relocate two sewer lines from the proposed Coastal Christian High School site to an adjacent undeveloped area. The existing utility corridor runs through the center of the school site, but this location would significantly limit the design of the school. 3e. Describe the overall project in detail, including the type of equipment to be used: The project consists of temporarily impacting 0.48 acres of 404 wetlands for the relocation of a utility line corridor. Two sewer lines (one force main and one gravity) will be relocated. These sewer lines will tie into an existing manhole located west of the site. Once the lines have been installed, the area will be returned to grade and seeded. The 30'-wide easement will be maintained in a mowed condition, as it is now. 4. Jurisdictional Determinations 4a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The applicant attempted to minimize wetland impacts as much as possible in the design of the project. However, the existing sewer lines run through the middle of the proposed school site and it is not feasible to design large buildings and fields around it. Relocating the sewer lines to the adjacent undeveloped property is the only feasible alternative. The easement area will be returned to grade once the lines are installed. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Erosion control measures will be taken to minimize impacts. Silt fencing will prevent erosion into wetland areas. The utility line corridor will be returned to grade once the pipes have been installed. A 30' corridor will be maintained in a mowed condition. This width is needed because there are two sewer lines to be installed. The corridor is already maintained in a mowed condition. 2.
