As we discussed, McGill Associates has completed design plans to eliminate two (2) existing wastewater treatment plants in the Cape Fear River Basin (the 60,000 GPD Vass WWTP and the 12,000 GPD Crystal Lake WWTP) and pump the wastewater to Southern Pines, where it will ultimately be treated in the Lumber River Basin at the regional 6.7 MGD Moore County Water Pollution Control Facility in the Addor community. Moore County and McGill Associates are aware that this results in an inter -basin transfer, and that a certificate is needed when cumulative transfers exceed 2.0 MGD. Current average daily flows being treated at the Vass and Crystal Lake WWTPs combine to be approximately 34,500 GPD, and McGill Associates projects 20-year flows tributary to the new lift stations to be 110,000 GPD. In addition, Moore County currently has the capability to transfer potable water from the Cape Fear Basin to the Lumber River Basin using a water booster station that transfers water treated in Harnett County to the Village of Pinehurst. This station is designed to pump approximately 1 MGD. Adding the design capacity of the booster station (1 MGD) to the 20-year projected flows for the Little River Regional Lift Station project (0.11 MGD) results in a total potential flow transfer from the Cape Fear Basin to the Lumber River Basin of 1.11 MGD or 55.5% of the trigger for an IBT certificate. Based on this data, McGill Associates and Moore County respectfully request that NCDW R allow the Fast Track Application that was submitted to NCDWQ for this project to be approved. Moore County is aware of the need to obtain an IBT certificate prior to transferring more than 2 MGD, and will continue to monitor their existing flows and transfers closely in the future. Therefore I have no objection to this project. However, as we discussed on the phone, the County water systems will need to submit additional documentation when they update their Local Water Supply Plans (LWSP) next year. The following chart describes the level of documentation that is required in the plan. From what you have described, it sounds like they will need to submit updated water balance tables. The tables (and instructions) can be found on our website here: http://www.ncwater.org/Water Supply Planning/Local Water Supply Plan/docs/ibt worksheets.pdf Estimated "Max -Day" Surface Water Transfers Documentation Required < 100,000 gpd Estimate transfer volumes and acknowledge in LWSP. 100,000 gpd to 1.0 MGD Submit water balance tables (Average Day and Maximum Day).
