It looks like they addressed all the add info items.The new maps look great.
On the draft Attachment B certification:
I strongly recommend that seasonal restrictions be added for sites AM-09- Fields 2 &3,CH-01-Fields 1&2,and OR-64-
Field 14.These site fields are marginal with respect to depth to seasonal water table depth and border areas with
unsuitable depths.Some of these new fields were excluded during previous permitting due to the marginal depths. I
recommend that land application only be allowed for the months of April through October in the Attachment B.This will
help ensure the minimum setback of 12 inches is met during land application events. I did not see a footnote for
seasonal restrictions in the draft.

Shane,
Administrative Code 02T.1110 contains five parts which are applicable to your Class B operation. Below is a quick
summary of each part with my comments(in Blue)as related to your Class B O&M Plan dated 9/12/2017.
1. Describe the operation of the program, and any facilities and equipment.
Looks good. I didn't see any discussion of the sludge treatment facilities(i.e. lime stabilization process)in the
'Operational Functions'section. However,the treatment option that is utilized could change at any time,so it
should be ok not to include this.You wouldn't want to be tied to lime stabilization if you ever decided to
switch to 30-Day Bench,SOUR test,etc.
2. Describe maintenance of facilities and equipment.
Looks good.Since you guys don't have your own land application equipment that you maintain.
3. Include provisions for safety measures.
Looks good.
4. Include a spill control provisions with response control and contacts.
There needs to be some language concerning spill control,containment and remediation(i.e.cleanup)added
in this section.This may already exist in your spill response handout. If so,just add a sentence referring to
that form and attach a copy to the O&M Plan.
5. Describe procedures for sampling.
Looks good. However, I recommend including the sample locations(e.g.from the digester)and the sample
type(e.g.composite, mixed grab,or individual grab).
Only item#4 requires revision. Please send a revised copy to our office for our review and files.
