SUBJECT: Environmental Assessment of a Proposed Arterial Road from
existing US 521 to SR 3649 (Elm Lane West) in Mecklenburg
County; T.I.P. Project No. U-3103.
This is to inform you that the Planning and Environmental Branch has
begun studying the proposed improvements included in the subject project.
The project is included in the 1994-2000 North Carolina Transportation
Improvement Program. Right-of-way will be voluntarily dedicated in fiscal
year 1994 and construction will begin in fiscal year 1994.
The firm of Land Design Engineering Services, Inc., has been retained to
prepare a State Environmental Assessment for the proposed arterial road
extending in an east/west alignment from existing US 521 to SR 3649 (Elm Lane
West). There will be an at grade intersection with realigned US 521 (T.I.P.
R-2242B) approximately midway of the project, No interchanges are proposed.
The length of the project is approximately 3.2 miles.
The purpose of this letter is to solicit input from agencies and
individuals concerning the potential impact of the proposed project upon
social, economic, demographic, land use, and environmental conditions in
proximity to the project. Alternates will be investigated and evaluated for
constructing a four-lane facility, all on new location. A corridor with a
100' to 130' wide right-of-way will be required. No control of access is
expected for the proposed project. The attached map show the project in
relationship to the study area.
A reconnaissance survey of the project reveals the following specific
aspects or subjects of potential impact:
Parkway. The remaining approximately 0.3 miles of the project is M R. SAMUEL HUNT III
1. Approximately 2.9 miles of the project are located within the
boundary of a proposed multi-use development, Ballantyne, and the
proposed name for the project locally is Ballantyne Village

located on a single property owner (Weir). All right-of-way is to
be voluntarily dedicated, and there is no existing development or
housing within the study corridor for the project.
2. The proposed project is included in the approved Charlotte-
Mecklenburg Thoroughfare Plan.
3. Several small tributaries to McAlpine Creek will be crossed by the
project and wetlands and waters of the U.S. have been delineated
and field verified by the U.S. Army Corps of Engineers within the
study corridor.
4. The roadway will intersect at Elm Lane West at the location for the
alignment for the proposed Providence Road West relocation under
private funding, which will connect to Rea Road Extension
(reference T.I.P. Project No. U-2506).
5. Detailed on-site archaeological and, plant and wildlife studies
have been completed previously in conjunction with the Ballantyne
Development and T.I.P. Project R-2242B (US 521). Additional
detailed studies for the project will be conducted as deemed
necessary through review of these previous studies and as requested
from agency comments.
Coordination with the North Carolina Natural Heritage Program, North
Carolina Wildlife Resources Commission, and the United States Fish and
Wildlife Service will be conducted to determine protected species that may
exist within the study area. Field investigation will be conducted to
identify areas of habitat suitable to support protected species.
A file search of historic and archaeological sites was conducted
previously for the Ballantyne Development. No sites were found that are on
the National Register of Historic Places.
Please note that there will be no formal interagency scoping meeting for
this project. This letter, therefore, constitutes solicitation for scoping
comments related to this project.
In order that we may fully evaluate the impacts of the proposed project,
it is requested that you respond in writing concerning any beneficial or
adverse impacts of the proposed project relating to your agency. For this
project to stay on schedule and for your input to be included in the SEA,
please respond within 30 days of the receipt of this letter.
Federal, state and local agencies are being contacted for their comments
regarding this project. If you have any questions concerning the project,
