Attached for your information is a copy of the project planning report for
the subject project. The project is being processed by the Federal Highway
Administration as a "Categorical Exclusion" in accordance with
23 CFR 771.115(b). Therefore, we do not anticipate requesting an
individual permit but propose to proceed under a Nationwide Permit in
accordance with 33 CFR 330 Appendix A (B-23) issued November 22, 1991, by
the Corps of Engineers. The provisions of Section 330.4 and Appendix A (C)
of these regulations will be followed in the construction of the project.
We do not anticipate that a permit will be required from the North Carolina
Department of Environment, Health and Natural Resources for this project.

PROPOSED ACTION: It is proposed to close access to US 17-74 (Market
Street) from SR 1301 (Princess Place Drive) and reroute traffic via
Barclay Hills Drive, widen Barclay Hills Drive to three-lane section
between US 17-74 and Princess Place Drive, widen Princess Place Drive to
a three-lane section from Barclay Hills Drive to the Seaboard Railroad
crossing, remove traffic signal at the intersection of US 17-74 and
Princess Place drive, and install traffic signal at the intersection of
US 17-74 and Barclay Hills Drive.
PURPOSE AND NEED:
The intersection of US 17-74 and Princess Place Drive is a "Y"
intersection with Princess Place Drive intersecting US 17-74 at a
relatively flat angle. There are no turn restrictions at this signalized
intersection, which is situated approximately 0.1 mile west of the
signalized intersection of US 17-74 and SR 1175 (Kerr Avenue). The close
proximity of these two signalized intersections in combination with the
poor geometrics of the US 17-74 and Princess Place Drive intersection
contribute to the operational problems and accident history of the
intersection. The need to separate the two intersections to rectify the
operational and safety problems has been identified. Refer to the
High Accident Location Project Report included within this report.
Estimated costs are as follows:
Construction:- $200,000
Traffic Signal: 34,000
Preliminary Engineering 46,000
Total $280,000
This project is being processed as a categorical exclusion (CE) under:
23 CFR 771.117(c)(8) or
23 CFR 771.117(d)(2) X

Environmental Considerations
The original Categorical Exclusion called for widening the existing
two-lane section of Barclay Hills Drive between Market Street and
Princess Place Drive to a three-lane section. Access to Market
Street will be closed at Princess Place Drive and relocated to an
upgraded intersection at Barclay Hills Drive. The original
document also called for removing the existing traffic signal at
Princess Place Drive. An environmental summary for these
improvements as shown in the original Categorical Exclusion
document follows:
"The project is located within the Southern Coastal Plain
(Wilmington) Air Quality Control Region. The ambient air
quality for New Hanover County has been determined to be
in compliance with the National Ambient Air Quality
Standards. Since this project is located in an area where
the State Implementation Plan (SIP) does not contain any
transportation control measures, the conformity procedures
of 23 CFR 770 do not apply to this project.
The project will not substantially increase traffic
volume. Therefore, its impact on noise levels and air
quality will be insignificant. Noise levels could
increase during construction but will be temporary. If
vegetation ds disposed of by burning, all burning shall be
done in accordance with applicable local laws and
compliance with 15 NCAC 2D.0520. This evaluation
completes the assessment requirements of FHPM 7-7-3
(highway traffic noise) and FHPM 7-7-9 (air quality) and
no additional reports are required."
Since the original document was approved, the scope of the project
has been changed to include widening 0.5 mile of Princess Place
Drive from the Seaboard Railroad eastward to Barclay Hills Drive.
This improvement is expected to have an overall positive impact in
the project area.
All of the comments made under the "Environmental Considerations"
section in the original Categorical Exclusion also apply to-this
additional improvement since it is in the same project area.
Widening Princess Place Drive to three lanes will not have an
adverse effect on the quality of the human or natural environment
with the u.r,e of ?,ur.relit NCDOT standards and :specifications.
No additional right of way will be required to contain the proposed
improvements; therefore, no adverse impacts on families,
communities, public facilities, or public service areas are
anticipated. The project is not expected to adversely affect
social, economic, or religious opportunities in the area. The
project will not require relocating families or businesses.

The New Hanover County Land Use Plan: 1986-1995 addresses the need
for additional bicycle facilities in Wilmington. The NCDOT Bicycle
Program previously contributed $55,000 to fund an additional two
feet of width on the outside lanes so that bicycle traffic can
"share the road".
Four houses over 50 years old were identified in the project area
as possible historic sites. These properties were determined to be
ineligible for listing on the National Register of Historic Places,
and the State Historic Preservation Officer (SHPO) has concurred
with this determination. In addition, the SHPO has stated that no
National Register listed properties are located within the area of
potential effect. There are no publicly owned parks, recreational
facilities, or wildlife refuges of national, state, or local
significance within the project area.
No federally protected or state protected species inhabit the
project area.
Two intermittent streams (ditches) cross the project and have a
best use classification of C SW. This classification indicates no
categorical restrictions on watershed development or discharges.
There are no waters that are classified as High Quality Waters
(HQW), Outstanding Resource Waters (ORW), or waters designated as
WS-1 or WS-11 that will be impacted by the proposed project.
Sedimentation and erosion control measures should be strictly
enforced during the construction phase of this project. Since the
subject project is classified as a Categorical Exclusion, it is
likely to be authorized by provisions of Nationwide Permit 33 CRF
330.5 (A) 23.

enters US17-74_(Market Street) at an acute angle. There are presently two
lanes exiting SR1301 onto US17-74 and one lane exiting US17-74 onto SR1301.
The US17-74-SR1301 intersection is signalized and is within 500' of the
signalized intersection of SR1175 (Kerr Ave.) at US17-74. Barclay Hills
Drive is a wide two lane section between US17-74 and SR1301. There is a
substantial amount of commercial stria development in the general vicinity
of the proposed pro"ject.-----------------------

(Rear End-Slow or Stop) This type accident is typical for
an intersection with signal control. The number of accidents,
however, is more a result of the congestion occurring at the
intersection and the lack of coordination with adjacent
intersections. The proposed improvement project consists of
widening Barclay Hills Drive NS located approximately 800' west
of the study intersection, installing a new signal at Barclay
Hills Drive and US17-74, closing access to _US17-74 from the study_
intersection, removal of the existing signal at SR1301 at US17-74
and installation of time based coordination units at the
intersections of Barclay Hills Drive ?NSt SR1175 (Kerr Avenue),
Lul_lwater Drive (NS), and SR1272 (New Center Drive). These units-
will be tied in with the existing units at NC132 ramps_and US17-74
divide. The development of the organized platoons of moving
vehicles should reduce the overall number of Rear End type
accidents. This type accident accounts for 27% of all accidents
occurring at the study intersection.
2,3 (Left Turn-Same Road/Cross Traffic, Angle) The above stated
improvement project should develop more acceptable daps in the
opposing stream of traffic which can be used by left turning and
entering vehicles, thus reducing the number of this type accident
occurring at the study location. These type accidents account for
58% of all accidents occurring at the study intersection.
4 (Right Turn-Same Road/Cross Traffic) See discussion of patterns 2
and 3 above. This type accident accounts for 5% of all accidents
occurring at the study intersection.
5 (Sideswipe) A more orderly flow of traffic through the study area
;should h_a_ve a redu_c_ing-effect on this ty2e accident. This _type -
acciderit accounts for 6% of all accidents occurring at the study___

IRandom This.type accident is most difficult to address with an
improvement_ project. Some reduction may occur as a result of the
