Dear Division of Water Resources:
I have prepared this letter to meet requirements of the North Carolina Department of Environmental
Quality (NCDEQ) Stormwater Rules, Section B: General Conditions, Part 2: Transfers.
As of January 1, 2020, Cook Brothers Lumber Company, located at 85 Peaceful Cove Road in
Franklin, Macon County, North Carolina 28734, has ceased any and all sawmill business operations.
This facility was issued a renewed stormwater permit certificate of coverage in correspondence dated
August 27, 2018 from the State of NC based on the requirements specified in the NCDEQ, NPDES
General Stormwater Permit 210000. The renewal number for the Certificate of Coverage (COC) is
#NCG210171.
Cook Brothers Lumber Company requests that the above-referenced stormwater permit COG be
discontinued/cancelled because there are no current plans to resume the sawmill operations at this
facility. Also, 1 request that the semi-annual inspection and laboratory analysis requirements be
suspended until your final decision is made.
The following actions have been or will be taken in regard to this request:
v The logs that were on the storage yard have been or will be sold. In any case, saw logs will be
removed from the property.
Any containers of petroleum lubricants used in daily sawmill activities have either been
removed from the property and/or placed in secured, covered structures under lock and key.
v Sift fencing around the property has been visually inspected and repaired when necessary.
v The facility was visually inspected by on May 12, 2020 by Richard Beale with Beale
Environmental for current environmental conditions related to the stormwater program. No
detrimental environmental issues were observed. His report is attached.

v All documents pertaining including previous stormwater inspection reports and laboratory data
will be maintained for a minimum of five (5) years as required by Section D: Monitoring and
Records, Part 6: Records Retention of the NCDEQ Stormwater Regulations.
The facility has been inspected by the NCDEQ annually for the past two years. Mr. Isiah Reed,
Environmental Specialist with the NCDEQ Asheville Regional office inspected the site on February 13,
2019 and January 23, 2020. Sawmill operations had been shutdown at the time of the January 2020
inspection. No significant stormwater permit violations were noted during either inspection.
I am the responsible party for this stormwater permit and I certify that the statements made in this
letter are true and accurate.

Dear Mr. Cook:
It is our understanding that Cook Brothers Lumber ceased sawmill activities at your facility in January 2020 and
that there are no current plans to resume operating the mill. Therefore, pursuant to your request, Richard Beale
with Beale Environmental Consulting conducted a visual inspection for current potential
stormwater/environmental issues at your facility located at 86 Peaceful Cove Road in Franklin, Macon County,
North Carolina on May 12,2020,
On October 8, 2019, Beale Environmental Consulting had conducted the semi-annual monitoring inspection and
stormwater samping at this facility during a representative stormwater event. Results of that inspection indicated
that all stormwater parameters analyzed for were below the North Carolina Department of Environmental
Quality(NCDEQ)maximum allowable limits. Also,no visual indication of stormwater pollution was observed_
Visual Inspection Observations on May 12,2020
1. No obvious environmental contaminants (color, odor, floating solids, excess total suspended solids, oil
sheens, etc.)were observed at any of the three outfalls on the property.
2. There was no visual evidence of petroleum leaks or spills on the site.
3. No hydraulic oil or fuel leaks were observed around the loaders,tracks or other remaining equipment on
the property.
4. All containers of petroleum-based fuels and/or lubricants were properly stored under roof in secured
structures.
5. The aboveground petroleum storage tank for the kiln house is empty.
6. The saw logs have been removed from the log yard.
7. The remaining lumber on the property is stored under roof.
8. Damaged silt fencing along the property boundary to the north of the log yard has been repaired and/or
replaced.

No stormwater laboratory samples were collected during this visual inspection. Based on the review of all
previous samples collected during stormwater events, there have been no instances where any of the analytical
parameters exceeeded the maximum allowable limits as specified in the stormwater permit. Copies of the visual
NCDEQ inspection checklist forms are attached.
The facility has been inspected by the NCDEQ annually for the past two years. The NCDEQ found no
significant violations during these inspections.
It has been my pleasure to provide you with environmental consulting services for the past 14 years. I will
maintain copies of the stormwater plans/plan updates, monitoring reports, analytical laboratory data and related
correspondence in my files for a minimum of five years.
