PROJECT SUMMARY: The proposed project is to replace the existing bridge with 4 steel pipe arches. FIELD INVESTIGATION REPORT - NC DOT/SR 1300/BRIDGE #4 CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The proposed project is for NCDOT to replace an existing bridge with four (4) 128" x 83" corrugated steel pipe arches. The project site is located at Cullie Creek (off Adams Creek), on SR 1300, near Merrimon, in Carteret County. Approximately 555 cu. yds. of sand and muck will be removed from below MHW and about 185 cu. yds. of material will be excavated from highground from a total area of 4,000 sq. ft. (50' x 801). Approximately 335 cu. yds. of fill material and the four (4) steel pipes will be placed below MHW. The proposed work is to be conducted by dragline and dump truck. All spoil materials will be trucked to a highground disposal site. The project site has a partial marsh fringe primarily consisting of Juncus roemerianus, Typha spp. and Cladium jamaicense. Approximately 100-200 sq. ft. of high marsh will be excavated from this fringe but it is expected that the marsh will reestablish a fringe around the stabilized fill area. 10. ANTICIPATED IMPACTS: The project will place 335 cu. yds. of fill material below MHW in a 4,000 sq. ft. area of estuarine waters in Cullie Creek. The waters of Cullie Creek are open to shellfishing by the Division of Health Services and Division of Marine Fisheries, classified as 'SA'-by the Division of Environmental Management, and designated as a Primary Nursery Area by the Division of Marine Fisheries. STATE HIGHWAY ADMINISTRATOR SUBJECT: Replacement of Bridge No.4 along SR 1300 over Cullie Creek, Carteret County (Div. maintenance) The North Carolina Department of Transportation proposes to replace the bridge over Cullie Creek near the town of Merrimon in Carteret County. The structure will be replaced in existing location with four, 128 in. X 83 in. corrugated steel pipe arches. The existing bridge is 50 feet in length which spans the 35 ft. wide creek basin. Replacement will require widening of the creek channel in order to allow 42.6 feet of surface water movement through the pipes. This action will involve the placement of approximately 335 cu. yds, of fill below ordinary high water. Several replacement alternatives were investigated during planning phases of this project. A "no build" alternative was not selected because of the need to replace the existing facility in an effort to provide continued service along SR 1300. A second option involved bridge replacement in existing location utilizing an on-site detour. However, this alternative was not selected because of extensive wetland involvement and prohibitive cost ($215,000 vs $45,000 for the preferred alternative). Utilization of pipes is not only less expensive, but will also provide for improved water flow through expansion of the existing channel. Application is hereby made for Department of the Army authorization as required for the subject work. Attached is the permit application and drawings depicting proposed improvements.
