Based on our meeting in Raleigh on 1 December and the. on-site
meeting with Steve Kroeger, Stephanie Petter and Keith Walsh on 15
December 1995, I have prepared the attached design options to allow
commercial development of this s--*,--e and protection of water quality.
Option A moves the stream and wetland complex to the rear of the
property as does option C. These options differ in that the
stormwater pond in option A is designed to only handle on-site runcff
while the created/relocated wetlands are designed to handle all of she
off-site runoff. In option C, the stormwater pond is designed to
handle on-site and off-site (from across NC. 24) runoff and the
wetlands area is thereby smaller. As we discussed before, efforts -o
create wetlands are difficult. 7-herefore you will need to commit to a
five year monitoring program, as-built and monitoring reports, tree
plantings, movement of wetland sc_1 into the created wetland site and
measures to control the hydraulic energy into the created wetland .o
prevent erosion. Option B retains wetlands in outparcel B to handle
off-site runoff while the stormwater pond handles on-site runoff.
