Dear Mr. Swain:
On December 15, 2009 I inspected the construction work on the US Highway 19/19E project in Madison and
Yancey Counties. Major grading, culvert extension and bridgework are underway along the entire length of
the project.
The Division of Water Quality continues to have concerns about sediment and turbidity in streams from the
construction areas. Please continue to ensure that all sediment and erosion control structures are maintained
and seeding and mulching are performed as required to protect State surface waters.
Also, please refer to the attached inspection report for any specific items noted during the inspection.

Additional comments: 7,059 linear ft. of stream impacts and 0.42 acres of wetlands for R-2518A;
3,675 linear ft. of stream impacts and 0.23 acres of wetlands for R-2518B. Compensatory
mitigation for impacts of 5, 453 linear feet is required.

I. Heavy grading and construction work continues along the entire length of the project.
2.Construction work includes bridge construction, culvert extension, fill and borrow.
3.Streams are turbid from time to time especially after rainfall events and pumping water through
sediment basins. Efforts should be made to reduce the turbidity.
4.A11 bare soil areas (both sides) that are open for more than 21 days should be temporary seeded.
This should help reduce the amount of turbidity and sediment in the streams.
5.Please continue to ensure that all sediment and erosion control devices are maintained and working
properly.
6.As a reminder the streams on the Madison County construction area are classified as High Quality
Waters and all measures necessary to protect State surface waters should be employed.
