Subject: Response to your letter dated April 23, 2020, NOTICE OF VIOLATION & INTENT
TO ASSESS CIVIL PENALTY, NOV-2020-LR-0032, Permit NCO0023337
Dear Ms. Manuel:
The Town of Scotland Neck is in receipt of the subject Notice of Violation. The 3/31/2020
report was the first report to be submitted by the TSN after taking control of the WWTP from the
previous operator. Needless to say, we did not know the correct process for submittal and
thought the certification step by the ORC was actually the submittal of the report.
After receiving the NOV, I, as the Town Administrator, determined the fault lay with my failure
to enter the eDMR system and actually submit the report. Training has been conducted and all
future reports will be submitted on time.
