Box 1969 Manteo, NC 27954 ATTENTION: Mr. Mike Bryant, Refuge Manager Z 00 b , LYNDO TIPPETT SECRETARY SUBJECT: Request for Special Use Permit for NC 12 Dune Stabilization and repair on Pea Island National Wildlife Refuge, Dare County The North Carolina Department of Transportation proposes repair the dune line along a section of NC 12 extending 1000 feet along the "S" curve on Pea Island, 300 feet north of the refuge line of Roadanthe in Dare County. Additionally, the Department proposes to install sand fencing and vegetative plantings along the existing dune. This dune repair would be 1000 feet in length, beginning 300 feet north of US Fish and Wildlife Property line at Mirlo Beach (N36 36.482, W 75 27.925) and ending approximately 1000 feet north of that point (N36 36.605 W 75 27.943). The toe of the dune will remain approximately 20 feet from the edge of pavement. The dune will be widened to greater than 3:1 slopes to provide for a more stable dune. NC DOT plans to use the sand located within five feet of the right of way on the west side of NC 12 and the sand that has accumulated on the access road (SR 1257), drives and parking lot of the Old Coast Guard Station now owned by NC DENR (NC Aquariums). This purpose of this proposed project is to repair the dune along the "S" curve from previous damage from a slight northeast storm and a high spring tide on March 8"' and 9th, 2001 causing overwash onto the neighboring NC 12. NC DOT has temporarily stabilized the overwash area through a coordinated effort with the Division of Coastal Management and US Fisheries and Wildlife Service. It is the intent of the project to lessen the severity of ovenvash and flooding during major storm events and reduce the likelihood of road closure during low to moderate level storm events, including spring tides. This project should take three weeks to complete and should be started as soon as all permits, including the special use permit have been obtained. We anticipate starting mid-April. P.O.
