EASLEY 1548 MAIL SERVICE CENTER, RALEIGH, N.C. 27699-15 48 LYNDO TIPPETT GOVERNOR SECRETARY November 25, 2002 MEMORANDUM TO: Dave Timpy US Army Corps of Engineers FROM: r, V.C. Bruton, Ph.D., Assistant Manager ?-, Pro Development and Environmental Anal ranch SUBJECT: Proposal for Deer Creek Mitigation Site The Deer Creek mitigation site is located adjacent to NC 24 in Carteret County. This site was constructed to mitigate for 404 wetland impacts associated with NC 24 widening (R- 2105). NCDOT is proposing to raise the elevation of the emergency spillway of the stormwater pond at the site. The spillway elevation will be raised to an elevation that is equal to the elevation of the installed riser pipe within the pond as originally permitted. Elevation shots recently taken at the site have shown that portions of the spillway are below the designed elevation. NCDOT will use DOT Division Personnel to remove the existing riprap and filter fabric within the spillway. Soil will be added to the spillway to raise the elevation to the desired height. Filter fabric and the stockpiled riprap will then be replaced over the spillway. Since this work will occur in a non jurisdictional area, no permit is anticipated. Once this work is complete, a revised as-built plan will be sent to the appropriate regulatory agencies. Thank you for your assistance.
