Compensatory Mitigation
The Crescent Road Mitigation Site is located in Lenoir County approximately 2 miles
northwest of Kinston. The site is situated immediately south and adjacent to C.F. Harvey
Road (Crescent Road). The site was originally constructed as an on-site mitigation
project to provide mitigation for stream impacts associated with (T.I.P. R-2719) Crescent
Road. The site has completed its monitoring period and has met all prescribed
hydrologic and vegetative success criteria.
To offset the 0.15 acres of unavoidable riverine wetland impacts associated with division
project (WBS 2C.054015), the grading, drainage, base, and paving of Pruitt Road (SR
1340), the Crescent Road Mitigation Site has been debited 0.15 acres of riverine wetland
restoration. This debit is reflected in the following table.

The Jeffreys Warehouse Mitigation Site was originally constructed as on-site mitigation
for R-1030 US 117 from south of NC 581 in Goldsboro to the US 264 Bypass in Wilson.
There are two parcels associated with this mitigation site. The west parcel
(approximately 50.2 acres) is bounded on the northwest by the Little River and on the
southeast by the US 117 right-of-way. The east parcel (approximately 37.5 acres) is
bounded on the northwest by the US 117 right-of-way, on the northeast by a Wayne
County Board of Education school bus maintenance shop, and on the east and southeast
by private property. The site was constructed in 2006 and has undergone three year of
hydrologic and vegetative monitoring.
To offset the unavoidable Neuse buffer impacts associated with division project (WBS
2C.054015), the grading, drainage, base, and paving of Pruitt Road (SR 1340), the
Crescent Road Mitigation Site has been debited 11,393 S.F. of Neuse buffer restoration.
This debit is reflected in the following table.

designations roster, and indexes reviewed on 2 October 2009 and yielded no NR, SL, LD, DE, or SS
properties in the Area of Poten,L:al Effects (APE). The APE is centered on SR 13,10 (Pruitt Road) and
extends 100 feet from the proposed 60-Soot ROW and each terminus. Lenoir County CIS mapping
(2009), including 2008 aerial, and tax information (2009) revealed largely cultivated fields and several
properties dating to the pre-1950 era in the APE. Lenoir County highway and soil survey maps record
structures in the project area in the first half of the twentieth Century, though Pruitt Road in its present
form first appears around 19,40 (WWW.LI13.l1NC.ED1J1DC/NCMAPS/ and
WWW.NCDOT.ORG/TRAVELISTATEMAPPING/). The early 1990s Lenoir County survey and related
publication include several properties in Falling Creek Township in the general vicinity of the project area

the APE and general project area indicated an architectural field survey, conducted on 8 October 2009.
The survey included investigation of 100°o of the APE by automobile and on foot, and the identification,
photographing, and mapping of all above-ground resources over fifty years of age in the APE (see
attached survey map, inventory, and photographs). All recorded properties were evaluated for National
Register eligibility as individual resources or contributing elements to historic districts. The domestic
buildings (Properties 2, 3, 4, and 6) and agricultural buildings (Properties 1, S, and 6) date to the first half
of the twentieth century. The buildings are undistinguished examples of their various types, for which
superior representatives may be found elsewhere in the county and region. Neither the surveyed
buildings nor the surrounding landscapes constitute or contribute to a district. As the project is state
funded, GS 121-12(a) applies; in addition, its two Federal, Nationwide 14 permit areas (indicated on
attached survey map) are also subject to Section 106 review. No National Register-listed properties are
located within the APE; no National Register-listed or - eligible properties are located within the two
permit areas.

Map check and site file inlixmation at OSA was reviewed on 10/01109. Reconnaissance survey was
conducted jointly with Vanessa Patrick (historic Architecture Group) on 10/08,-'09. Various projects
requiring OSA's environmental review have been conducted along the proposed corridor ('e.e. Chicken
processing Plant [ER 08-0996], Waste"freaonent Facility [iiR DS-I 1171, Goodman Property [f R 07-
2307], and Herring Borrow Pit [ER 09-19941). A recommendation of "No Survey" was made by OSA for
all of these projects- In addition. 9 archaeological sites have been located nearby as part of the Crescent
Road Project (R-2719. N'CDOI), All 9 sites were determined "Not Eligible" for the National Register of
Historic Places. CraWloTd'S (1966) :NIA thesis, a survey of Lenoir County. located Site 31 LR6 in a field
adjacent to the project corridor. Site 31 LR6 is a "small site front which no identifiable cultural matierl
was recovered. It is situated on a small cultivated knoll adjacent to Falling Creek about one and one half
mile, above its mouth. Chips, one piece ol-worked stone, and it rare sherd were found within a 50 foot
radius" (Crawford 1966:12). Lenoir County GIS depicts existing width of maintained area along the
entire length of SR 1340 as 60', which equates to the proposed ROW width (accessed 09,'30(09).

First- none of the sites in the immediate vicinity of the project have been determined eligible ror the
NRHP. Second. recommendations of"No Survey" have been previously put forth by OSA 1'or lour (4)
projects alone the road, which required their environmental review. Third, noibing is proposed for
outside of what is currently being maintained by the NCDOT as part of the ROW. Stakes were already in
place along the road show'in- where the ROW was located. Fourth, over 60% of the project length falls
within either the floodway or 100-yr Iloodplain for the Neuse River.
