Are the design, maintenance and operation of the treatment facilities adequate for the type of waste and disposal system? ® Yes or ❑ No If no, please explain: Description of existing facilities: The City of Whiteville operates a land application of Class B residuals program under permit W00000048. Residuals are generated by the City of Whiteville WWTP which operates under permit NC0021920. The Whiteville WWTP is a 3.0 MGD activated sludge wastewater treatment plant with an average daily flow of 1.2 MGD. The facility utilizes dual oxidation ditches to process municipal wastewater. Activated sludge from the treatment process is wasted from the system into one (1) 182,000 gallon aerobic sludge digester where it is treated and thickened before being transferred into one (1) 880,000 gallon sludge storage Proposed flow: Disposal of an estimated 600 dry tons per year (no increase) of residuals applied to 399.8 acres (60.8 new acres,. o�y, pasture and row crop lands as a Class B residual. Current permitted flow: Disposal of an estimated 600 da tons per year of residuals applied to 339.0 acres of hay, pasture and row crop lands as a Class B residual. 3. This review was conducted for a request by Synagro for the City of Whiteville to modify their land application of residuals permit. The permit modification requests the addition of two additional fields (CO-39 field 1 for 32.6 acres and CO-39 field 2 for 28.2 acres) to bring the total amount of acres available for land application of residuals to 399.8. In 2019, the City of Whiteville did not apply any residuals and in 2018, 91.7 dry tons were applied on 32.8 acres. Based on the current guidance to minimize the spread of COVID-19, the Department has adjusted operations to protect the health and safety of the staff and public, therefore no site visit was performed for this review. Both fields were evaluated using google earth pro and the DWR OneMap, in addition to the soil scientist's report. CO-39 field 1 is reported as Lynchburg soil series and CO-39 field 2 is reported as Goldsboro, but both fields also contain Rains soil series based on the NRCS maps. The soil scientist determined the seasonal high water table to be at 16 inches and 22 inches for field 1 and 2, respectively. Soil sampling analysis in field 1 indicates a lower pH of 5.5 and Zinc and Copper indexes are relatively high and should be monitored in the future. The fields appear to be well managed farm land, appropriate setbacks to ditches were applied and no houses/structures that might utilize a water supply well were nearby. Ditches in the Northwestern portion of Field 2 are likely lowering the water table and producing conducive conditions for farming and the Rains soil series label in this area may not reflect the actual depth of the functional SHWT. The Southwest quadrant of field 1 appears on the aerial images to potentially contain some wet areas resulting from precipitation. Depth to the water table in this area should be verified to be greater than 12" prior to any land application activities. The WiRO recommends issuance of the permit modification.
