Hi Tessa,

It is likely that the water would need some form of treatment, which is still TBD. The idea for using the water is to
replace some of the reclaimed water from the Town used by the site, so I don't believe there would be a major change
in flow.
If the permit did need to be modified, what would you need from 3M?

Need to know if the pumped water is to be treated (typically done for cooling tower operations). I assume the effluent
from the cooling tower would go through the non -discharge permit. Likely, the non -discharge permit would need to be
modified to include additional treatment and maybe increased flow(?).

Reni,

Initially I do not think there would be a problem for 3M to pull water from one of their on -site dewatering
ponds/quarry. But because I am not familiar with this site nor its existing permits I wanted to reach out to other staff
before making any final decisions on this request.
I found 2 permits for 3M that may or may not be affected by this action and wanted to get a little more input. The
permits are for the 3M Pittsboro Plant — mine dewatering permit NCG020330 issued by DEMLR & the 3M — Pittsboro
WWTP Reclaim wastewater permit WQ0020808 that appears to treat both domestic waste and contact cooling water
discharge.
Can you verify whether the contact cooling water is being discharge to the WWTP or back into the mine quarry?
I'll try to take a look through our permits, see if there are any conflicts and get back to you next week. Like I mentioned,
I'm not familiar with the 3M site, so if others have questions, comments or concerns, regarding Reni's request, please let
us know.

Hello Scott,
My name is Reni and I was asked by the 3M facility in Pittsboro, NC to see if they would need a permit to use water from
their on -site quarry in their cooling tower and pug mill.
The plan is to have a floating pump that would pull water from one of their on -site dewatering ponds for use in the
cooling tower and pug mill.

I took a brief look at the Water Permit list on the NC DEQ website and initially thought the Water Supply Watershed
Protection Program Permit and/or the Water Withdrawal and Transfer Registration may apply.
However, I checked and the site is not within a Water Supply Watershed, so I don't believe that type of permit is
required. If they use more than 100,000 gpd of water from the dewatering pond, in your opinion, would they need a
Water Withdrawal Permit? Are there any other permits that you think may apply?
