The referenced NOV is showing a SSO for Collection System permit No. WQCS00026. The 5-day report was for a spill from the screening building of partially treated wastewater. Violations include failing to effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is required. The excess flow was more than could go through plant and EQ, then upon EQ basin getting to the full stage flow was stopped from going into EQ, and the excessive flow spilled from the screening building.
