Thurman Street WWTP Wilkes County Dee Freeman Secretary Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 17, 2007 (or as subsequently amended.) The permit authorizes the Town of North Wilkesboro to discharge municipal wastewater from the Thurman Street WWTP to the Yadkin River, a class C water in the Yadkin -Pee Dee River Basin. The final permit includes discharge limitations/or monitoring for flow, total suspended solids (TSS), BOD5, total residual chlorine and fecal coliform. The following procedure has been recently implemented by DWQ: Total residual chlorine (TRC) compliance level chanced to 50 ua/1 Effective March 1, 2008, the Division received EPA approval to allow a 50ug/l TRC compliance level. This change is due to analytical difficulties with TRC measurements. Facilities will still be required to report actual results on their monthly discharge monitoring report (DMR) submittals, but for compliance purposes, all TRC values below 50 ug/1 will be treated as zero. A footnote regarding this change has been added to the effluent limitations page. in the permit. The following is a modification from the draft permit of January 14th : • Quarterly effluent monitoring for total copper and total zinc has been removed from the NPDES permit. The previous recommendation for quarterly monitoring was based on the reasonable potential to exceed the action level for copper. (2) CHRONIC TOXICITY PERMIT LIMIT (QUARTERLY) The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnta dubia at an effluent concentration of 1.5%. The permit holder shall perform at a minimum, quarterlu monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of January, April„July, and October. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, In each of the two following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised - February 1998) or subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed. Test data shall be complete, accurate, include all supporting chemical/physical measurements and all concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the Permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the Permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re- opened and modified to include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently then required by this permit, the results of such monitoring shall be included in the calculation & reporting of the data submitted on the DMR & all AT Forms submitted. Samples shall represent seasonal variations. Noted that data showed low values and one of the SIUs flow has decreased flow by 50%. No prospects of adding SIU in the future. Facility currently has pretreatment short term monitoring program. Reviewed the RPA again and the reasonable potential was shown only on the acute allowables for the action levels for Cu and Zn. No RP on the chronic allowables. Consultation with Senior staff that due to low IWC (1.5%), good toxicity test record and RP only on the acute, probably can drop the quarterly monitoring for these parameters. 1 Called Marshall Hyatt of EPA , discussed with him and he okayed the removal of quarterly monitoring since Cu and Zn are NC action levels. The facility has a short term pretreatment program with the Division of Water Quality's PERCS Unit that will continue to be implemented in the next permit term.This facility is a member of the Yadkin -Pee Dee River Basin Association, a monitoring coalition for the Yadkin -Pee Dee River Basin. The Permittee applied for renewal by submitting EPA Form 2A on February 1, 2008. The Permittee reports no major changes to the facility since the previous renewal and has not requested any changes to the permit. Instream Monitoring and Verification of Existing Conditions and DMR Data Review This facility discharges to the Yadkin River in sub -basin 03-07-01 of the Yadkin -Pee Dee River Basin. At the point of discharge, the Yadkin River is classified as C waters and is not listed as an impaired stream [303 (d)-listed as of June 2006]. Instream data downstream of the site were available for temperature, dissolved oxygen (DO), fecal coliform and conductivity. Temperatures appear seasonally appropriate and all DO concentrations are above 5.0 mg/L, the water quality standard. Fecal coliform concentrations are highly variable, ranging from 1.0 cfu/100 mL to 700-efu/100 mL. Without upstream data to compare with the downstream values, there is no way to determine whether the discharge is having an impact on this parameter. Unfortunately, the nearest upstream monitoring station is about 15 miles upstream of the discharge, which is too far away from the downstream station to provide useful comparison. For this reason, downstream conductivity cannot be well evaluated. Discharge Monitoring Reports (DMRs) dating from January 2001-May 2003 were reviewed to evaluate the effluent data from this facility. The data indicate that the facility has been in compliance with all monthly average limits during the period of review. Data for total nitrogen, total phosphorus, ammonia nitrogen and total residual chlorine are summarized in Table 2. Total nitrogen and phosphorus values seem typical for this type of facility and ammonia nitrogen and total residual chlorine values are within oermit limits. Toxicant data are collected through the Pretreatment Long Term Monitoring Plan (LTMP) and are discussed in the Reasonable Potential Analysis section of this fact sheet. Correspondence The Winston-Salem Regional Office (WSRO) conducted site visits over the course of the previous permit term to evaluate the facility's compliance with the NPDES permit. The facility was found to be in compliance. A compliance review of the period from January 2001 through September 2003 showed no Notices of Violation (NOVs). The facility has passed all toxicity tests within this permit term. PERMITTING STRATEGY Waste Load Allocation (WLA) The Division prepared the last WLA for the previous permit renewal. The previous and current effluent limits were based on guidelines and water quality standards. The Division has judged previous parameters and limits to be appropriate for renewal with some exceptions. Two permit conditions have changed as a result of a change in Division permitting guidance. Weekly average ammonia limits based on a 3:1 ratio with the monthly average (but no higher than 35.0 mg/L) will be implemented in this permit. This is a new statewide policy that resulted from EPA requirements. The current summer monthly average limit is 9.0 mg/L, which results in a summer weekly average limit of 27.0 mg/L. Likewise, the winter monthly average limit is 24.0 mg/L, so the winter weekly average limit is 35.0 mg/L. In addition, an annual pollutant scan will be added such that the Permittee can collect the necessary data required by EPA Form 2A throughout the permit term. This condition is now standard on all major municipal permits in North Carolina. Reasonable Potential Analysis (RPA) The Division conducted EPA -recommended analyses to determine the reasonable potential for toxicants to be discharged by this facility, based on data from the pretreatment Short Term Monitoring Plan (STMP). No toxicants are currently monitored through the NPDES permit. The reasonable potential analysis was performed for arsenic, cadmium, chromium, copper, cyanide, mercury, lead, nickel, silver, selenium and zinc. The results indicate no reasonable potential for the facility to discharge any of these parameters. They will continue to be monitored through the STMP, but no additional monitoring is required. Fact y1ect NI'DI:S NC0020761 kvncwal Page 2 t Priority Pollutant Analysis (PPA) The Permittee submitted four PPAs (years 2004, 2005, 2006, and 2007) with the renewal application. The 2008 PPA was submitted in DMRs to Central Files. The following were detected in the analyses: copper, zinc.. methyl chloride, bis (2-ethylhexyl) phthalate, antimony, total phenolic compounds, chloroform, dichlorobromomethane, thallium and selenium. A reasonable potential analysis indicated that these were not present in levels that would exceed water quality standards or federal criteria. After reviewing the Effluent Limitations and Monitoring Requirement page, I feel that there is no reason for monitoring for total copper or total zinc. I took data from our H WA, STMP and from our SIU's, with the following results. Total copper was .178 mg/I and total zinc was .023 mg/I for the annual average. Also one of the SIU's flow has decreased at least 50% from .070 mgd to .030 mgd. We will also be removing one of our SIU's in the near future when the new pretreatment streamlining rules go into effect. Please keep in mind at this time we only have two SIU's in our pretreatment program and after reviewing our IWS, I do not see the potential in adding any new SIU's in the near future. 1 hope that you will take this information in consideration when writing the final copy of this permit. The Lake Tillery HU is trending upwards slightly. These trends represent small changes and that may have been caused by the drought. • Total Phosphorus concentrations are trending downward in the Yadkin River Headwaters, the South Yadkin River, the High Rods Lake, and the Rocky River HUs. Concentrations were slightly higher during the drought Concentrations tended to be higher in the Rocky River HU then in the rest of the HUs. In general, problem areas were scattered throughout the basin. 85% of stations in the South Yadkin River HU, 83% of stations in the Pee Dee River HU, 77% of Stations in the Rocky River HU, 64% of stations in the Yadkin River Headwaters HU, 56% of stations in the High Rods Lake HU, and 40% of stations in the Lake Tiller HU were observed to have at least one 10% exceedance. In five of six HUs, the most common violation was for total iron. In the Rocky River HU, the most common violation was turbidity. Total iron, total copper and turbidity together comprise 73% of all the violations in the basin. Turbidity is highly correlated with both total iron and total copper concentrations in the basin. Turbidity may explain over 74% (r2 = 0,74359) of the variation in total iron, and over 54% (12 = 0.5465) of the variation in total copper. This may indicate that the majority of the total iron and copper in the water in this basin is caused by suspended particulates, i.e. muddy water. NCDENR. Division of Water Quality Ambient Monitoring system Report Yadkin -Pee Dee River Basin - June 2007 AMS-28 Therefore those wishing to use conductivity as an indicator for problems must first account for salinity. There are no saltwaters in the Yakdin-Pee Dee River Basin. Turbidity Turbidity data may denote episodic high values on particular dates or within narrow time periods. These can often be the result of intense or sustained rainfall events; however elevated values can occur at other times. In coastal areas, tidal surges can also disturb shallow estuarine sediments and naturally increase turbidity. The are no coastal areas in the Yadkin -Pee Dee River Basin. Metals A number of metals are essential micronutrients for the support of aquatic fife. However, there are threshold concentrations over which metals can be toxic. Currently the DWQ monitors total (not dissolved) concentrations for aluminum, arsenic, cadmium, chromium, copper, iron, lead, mercury, manganese (Water Supply waters only), nickel, and zinc. Aluminum and iron are commonly found in soils. Nutrients Compounds of nitrogen and phosphorus are major components of living organisms and thus are essential to maintain life. These compounds are collectively referred to as "nutrients.' Nitrogen compounds include ammonia -nitrogen (NH3-N), total ICjeldahl nitrogen (TKN) and nitrite+nitrate nitrogen (NO2+NO3-N). Phosphorus is measured as total phosphorus. When nutrients are introduced to an aquatic ecosystem from municipal and industrial treatment processes, or runoff from urban or agricultural land, the excessive growth of algae (algal blooms) and other plants may be accelerated. In addition to the possibility of causing algal blooms, ammonia -nitrogen may combine with high pH water to form NH4OH, a form toxic to fish and other aquatic organisms. Fecal ColHorin Bacteria Concentrations of fecal coliform bacteria can vary greatly. The descriptive statistics used to evaluate fecal colifonn bacteria data include the geometric mean and the median depending on the classification of the waterbody. For all sites in the Yadkin -Pee Dee River Basin, the standard specified in Administrative Code 15A NCAC 0213.0211 (3)(e) (May 1, 2007) is applicable: "Organisms of the coliform group: fecal coliforms shall not exceed a geometric mean of 2001100ml (MF count) based upon at least five consecutive samples examined during any 30 day period, nor exceed 400/100ml in more than 20 percent of the samples examined during such period, violations of the fecal coliform standard are expected during rainfall events and, in some cases, this violation is expected to be caused by uncontrollable nonpoint source pollution; all coliform, concentrations are to be analyzed using the membrane filter technique unless high turbidity or other adverse conditions necessitate the tube dilution method, in case of controversy over results, the MPN 5-tube dilution technique shall be used as the reference method.' The application of the standard is often hindered because the monthly (circa 30 day) sampling frequency employed for water quality monitoring usually does not provide more than one sample per 30-day period. However, water quality problems can be screened using monthly sampling. Sites where the geometric mean was greater than 200 colonies1100ml, or where greater than 20 percent of the results exceed 400 colonies/100mi are indicated on the respective station summary sheets. The sludge is tested prior to land application and is applied accordance to permit number W00002040, which is effective until April 30, 2009. There are 250.4 applicable acres with six different landowners. All land application sites are location in Wilkes County, North Carolina. These sites are established in fescue used for hay and pasture for raising cattle. The sludge removal and land application is contracted out to Southern Soil Builders, Inc., which is located at 958 Hoots Road, Roaring River North Carolina, 28669.
