Box 192 Boone, North Carolina 28607-0192 SUBJECT: Dear Mr. Young: Town of Boone Permit No. NCO020621 Authorization to Construct Wastewater Treatment Facilities Project No.CS370493-04 Watauga County The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of improvements to upgrade and expand the existing Boone Wastewater Treatment Plant from 3.2 MGD to 4.82 MGD capacity to consist of headworks modifications including raising wall height of the existing screen chamber above 100 year flood elevation, installation of new mechanically cleaned bar screens, and conversion of a comminuter box to a septage dumping station; influent pump station improvements including replacement of the existing pumps with three (3) 5750 gpm submersible pumps with variable -speed drives, installation of a magnetic influent flow meter, and the addition of a monorail with hoist for pump removal; a new aerated grit and grease removal unit; conversion of the existing rectangular primary and secondary clarifiers to aerated flow equalization tanks; construction of dual, parallel (oxidation ditch type) tanks with fine bubble diffusers for extended aeration; new flow splitter boxes; two (2) new 95 ft. by 14 ft. Box 29579, Raleigh, North Carolina 27626-0579 l Yt7 f An Equal Opportunity Affirmative Action Employer Voice 919-733-6900�99�'„�,,,P' 50% recycled/10% post -consumer paper 2 with scum pumps; new blower/sludge return pump building; 4-cell deep bed tertiary filter; U.V. disinfection; Parshall flume for effluent flow measurement; step cascade for post aeration; lime storage and feed facilities for alkalinity control; new sludge handling facilities to dewater and pasteurize aerobically digested sludge, including a belt filter press, polymer mixing and feed facilities for sludge conditioning, a 600 lb./hr. thermal drying system with odor control scrubbers, sludge loading station, and a covered pad for temporary storage of dried cake; a 1200 sq. ft. addition to the existing laboratory/administration building; new 900 KW generator for emergency standby power to supplement existing generator capacity; SCADA system for process monitoring; new paved plant access road and improvements to the existing on -site road system; and all associated site work, yard piping, and electrical work including demolition of the existing trickling filters and sludge drying beds not needed for the upgraded facilities. Alternate sludge handling facilities based on lime stabilization will be bid and may be selected, at. the Owner's option, in lieu of the thermal sludge drying system. The alternate equipment to be bid includes a second belt filter press, lime storage and feed facilities, sludge/lime mixer, heated and insulated pasteurization vessel, and air scrubber for odor control. Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification have been reviewed, and you are in receipt of our approval, if funding is desired for project construction. The Permittee shall employ a State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State Certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% complete. The Authorization -to -Construct is issued in accordance with Part III, Paragraph B of NPDES Permit No. NC0020621, issued May 3, 1996, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0020621. 3 The Permittee shall have an acceptable sludge analysis and a sludge toxicity analysis which have been approved by the Division of Environmental Management, Water Quality Section prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management's Winston-Salem Regional Office. The disposing, selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractor's responsibilities shall be in complying with these Acts. One ( I ) set of final approved plans and specification is to be forwarded to you for your files. The copy of the approved plans and specifications shall be maintained on file by the Owner for the life of the project. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a Professional Engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications.
