The Pretreatment, Emergency Response, and Collection Systems Unit (PERCS) of the Division of
Water Resources has reviewed the updated Short Term Monitoring Plan (STMP) for Franklin County.
The submission was received by the Division on February 17, 2020.
The review indicates that the STMP is adequate and meets the requirements needed to establish a site -
specific Headworks Analysis (HWA). Proper implementation of a STMP is also required by your
NPDES permit. Please refer to the Comprehensive Guidance for North Carolina Pretreatment Programs
(Comprehensive Guide) for additional information and examples. Modifications to this STMP must be
approved by the Division.
