9. PROJECT DESCRIPTION:
The project site is located at 1701 N. Lumina Ave., adjacent to Sunset Lagoon located at the far eastern
end of Lee's Cut, between the Atlantic Intracoastal Waterway and Wrightsville Beach in Middle Sound.
The site is located in the Wrightsville Beach township in New Hanover County. The lot is
approximately 1/2 acre with 90' of shoreline frontage. The lot averages 4-5'_ feet above mean sea level
and the shoreline is stabilized by a bulkhead. The applicant maintains a single-family residence on
property and vegetation consists of lawn grasses and landscape shrubs. There is an existing private pier
(6'x 42') and floating dock located on the subject property. The floating dock (6'x 25') is located on the
western side of the pier, and runs parallel to the shoreline. The pier and floating dock currently provide
docking space for two (2) vessels. Both structures are within the established Wrightsville Beach
Pierhead Line.
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high
ground poition of the project area as Developed. The waters of the canal, which are included in the
Wrightsville Recreational Area, are classified SB# by the Division of Water Quality. They are NOT
designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to
the harvest of shellfish.
The applicant proposes to construct an addition to his private pier. The addition would consists of a 13'
wide by 14' long boat lift located on the east side of the existing pier. The addition of the boat lift would
provide dockage/storage space for up to three (3) vessels. The proposed boat lift will be located
approximately five (5) feet west of the eastern riparian corridor (Town of Wrightsville Beach) and will
be approximately fifty-five (55) feet east of the western riparian line (property of Bunny Hines). The
Town of Wrightsville Beach maintains a 15' drainage easement that extends outward from the bulkhead
towards the center of sunset lagoon. The drainage easement is located on the eastern side of the subject
property approximately 5' from the eastern edge of the proposed boat lift.
loo ANTICIPATED IMPACTS
The proposed boat lift would create an additional 182 square feet of partially covered open waters. The
total incorporation of estuarine waters and public trust area associated with the proposed boatlift would
be 182 square feet.
