Mrs. Dramby,
Per our conversation, the utilization of natural regeneration for restoration of temporary impacts to
jurisdictional wetlands areas and the Neuse and Tar -Pamlico Riparian Buffer areas is considered
adequate if the goal of having at least two native hardwood tree species and a density sufficient to
provide 260 trees per acre is achieved at maturity. Please note the applicant will be responsible for
meeting the requirement of 320 per acre at five years or 260 trees at 7 years.
Regards,
Anthony Scarbraugh

Hi Anthony,
It was great catching up with you today; I enjoyed our conversation. As discussed, we have a crew
coming in for permanent stabilization for Line 439. You and I had discussed this a while back but I
just wanted to confirm again that DWR is accepting appropriate seed mix and natural regeneration
for restoration of temporary impacts to wetland and riparian buffer for this project as an acceptable
method of achieving the restoration goal of at least two native hardwood tree species at a density
sufficient to provide 260 trees per acre at maturity. The applicant will be responsible for meeting
the requirement of 260 trees at 7 years.
If you could reply with confirmation to document our files, I would appreciate it.
Thanks again and good luck tomorrow!
Shearin

Mrs. Dramby,
Per your conversation, condition 7 of the 401 Water Quality Certification is related to the restoration
of temporary disturbed jurisdictional wetlands and Neuse and Tar -Pamlico River Riparian Buffer.
The applicant proposed stabilization of jurisdictional wetlands area with the appropriate wetland
seed mix and natural regeneration. The Division of Water Resources agrees that is an acceptable
method of achieving the restoration goal of at least two native hardwood tree species at a density
sufficient to provide 260 trees per acre at maturity. DWR will require the restoration of all
temporary impacted areas within the Neuse and Tar -Pamlico Riparian Buffer be planted with trees
and woody vegetation within at least at least two native hardwood tree species at a density
sufficient to provide 260 trees per acre at maturity. Please note the applicant will be responsible for
meeting the requirement of 320 per acre at five years or 260 trees at 7 years.

Anthony Scarbraugh
