Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Existing conditions at the site are a natural channel that flows under Lassiter Mill Rd in a four box culvert. The right two boxes have excessive sediment build up as well as there is a sediment bar that established in front of the two right boxes. The sediment bar has vegetation establishing on it limiting its likelihood of scouring during heavy storm events. This bar further limits the flow into the right two boxes of this culvert. Land -use upstream is primarily city residential. to the stream left upstream there is a School (Root Elementary) and downstream to the right is St. Davids private school. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:* Proposed plan: The City of Raleigh would like to remove the accumulated sediment from within and a portion of the sediment bar blocking the right two boxes of the four -box culvert. We would like to access the culvert on the upstream side of the culvert on the stream right. See attached for the easement exhibit. The plan is to not to remove all of the sediment but leave roughly a foot of sediment in each box and excavate the bar from just above the water's edge sloping back at roughly a 10:1 slope. We will not impact the surface water. Access: We propose to access the culvert from the right side of the culvert just past the wing wall. A path will need to be constructed out of the sediment removed from the culvert. The are several small trees and shrubs in the path. See attached easement mapping (Exhibit A) for detailed mapping (impact area survey). We are avoiding all large trees with the path we chose. Equipment: City staff will be doing all of the work utilizing a Bobcat for sediment excavation and small excavator near the road to place the excavated sediment into dump trucks for removal from the site. Further specific terms and conditions applicable to the Temporary Construction Easement are as follows: a) Following construction of the public infrastructure project, the City shall re-grade, mulch, and re-seed, or otherwise restore, the temporary easement area substantially to its prior use and condition, in accordance with generally accepted landscaping and engineering practices. b) This easement shall terminate upon final completion of the project referenced above. Thereafter, the Grantors may make and enjoy all lawful uses of their property.
