In response to your letter dated March 21, 2003, I am enclosing 7 sets of blueprints for the portion of outfall lines along the East Fork of Deep River that drains into the Randleman Dam Reservoir. This project began with our firm in 1997, when we first prepared plans for the City of Greensboro for a small pump station located adjacent to Deep River north of Gallimore Dairy Road. We were in the process of obtaining permits for construction when the City decided to relocate its large pump station at Albert Pick Road in order to accdate widening of I-40. In 1998, we prepared plans to extend an outfall line from the pump station site at Gallimore Road to the Albert Pick Road pump station and proceeded with additional permitting. A Nationwide Permit 12 was issued by the Corps of Engineers effective from October 1, 1998, to October 1, 2000. Permanent and temporary easements were obtained by the City for construction of the lines, but the project bid date was delayed. The Corps NWP 12 Permit expired, and in anticipation of proceeding with the project, a new NWP 12 Permit was issued effective February 13, 2001, to February 11, 2002. Again, the project bid was delayed and the NWP 12 Permit has expired. The City is now in the process of preparing to take bids and begin the project. In order to be in compliance with the NWP 12 Permit, I contacted the Corps regarding another extension of the prior permit. At this point, the City asked that the new Permit include several stream crossings not included in the original Permit. As a result, the Corps requested that we start with a new Permit Notification. When the new Notification Form was being completed, I needed assistance from your office, and it was suggested that I send a "courtesy" copy to DWQ. This prompted a request for the enclosed plans in order to evaluate impacts with Randleman Buffer Rules, which were established in January, 2000. The project is located approximately 4,000 feet north of the uppermost reaches of the Randleman Dam Reservoir, drains into a water quality pond located south of Gallimore Dairy Road and then into High Point Lake, all of which lies in what is generally referred to as the High Point Watershed. 125 S.
