Changes in the ORC's status are indicated on the attached classification form. According to the application for renewal, the maximum discharge per day is 0.063 MGD as opposed to the volume of 0.60 MGD shown on the previous staff report (attached). The -facility must monitor flow, but has no flow limit. The Region recommends reissuance of the NPDES Permit. If you have any questions please contact the Regional Office. Directions to Site: From Junction of I-40 and Chimney Rock Road go north on Chimney Rock Road to West Market Street. Go west on West Market St. to the terminal (across railroad track to the south) at 7109 W. Market Street 6. 'Discharge Point - Latitude: 360 04' 521' elev. 895'+/- Longitude: 79 55' 561" Attach a USGS Map Extract and indicated treatment plant site and discharge point on map. USGS Quad No. C19SW or USGS Quad Name Guilford 7. Size (land available for expansion and upgrading): Over-all site is approximately 10 acres +/-. Topography (relationship to flood plain included): The site is graded for oil storage tanks with protective dikes. The drainage is to the NE corner to a final holding pond. The site is out of the flood plain. 9. Location of nearest dwelling: Nearest dwellings are located over 2000 feet from the facility. There is another oil terminal within 500 feet and a bank within 300 feet. 10. Receiving stream or affected surface waters: This terminal discharges to a wet weather ditch that flows under W. Market Street via underground and open drainage system to a small creek (UT to Horsepen Creek) approximately 1500 feet to the north. a. Classification: Horsepen Creek; WSIII, NSW b. Describe receiving stream features and pertinent downstream uses: This discharge flows by storm drainage systems, covered and undercovered, parallel to the new Friendly Avenue (see marked Topo). It junctions with a UT to the Horsepen Creek, goes .under Friendly Avenue, and into a small pond at the corner of Friendly Avenue and Old Friendly.Road. From this pond that collects run off from W. Market Street, the airport, several oil terminals, industries, and warehouses, the creek flows through an area near warehouses, the main airport, farms, high density houses, etc. to Lake Brant a water supply lake. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Type of wastewater: % Domestic 100% Industrial b. SIC Code(s) 5171 Wastewater Code(s) 37 39 PART III - OTHER PERTINENT INFORMATION 1. Is this facility being constructed with Construction Grants Funds (municipals only)? No 2. special monitoring requests: Flow should be determined whenever discharges are made, and Phenol levels should be determined, if at all possible, just before each discharge is made so that reasonable lbs/day values can be determined. Any lbs/day limits that are set should reflect values that are specific to Horsepen Creek and should consider the four (4-) current inputs from Page 4 of 4 NCO003672 October 20, 1989 Astroline, FINA, Phillips and Amoco. If average flows are to be used and average phenol concentrations are to be used, instruction should be provided as to how to evaluate compliance. The WSRO recommends a permit with phenol monitoring for concentration only, along with other normal limitations now being used. 3. Additional effluent limits requests: None 4. Other: This discharge is intermittent and rain dependent. Discharges are not needed unless high water in the diked areas threaten the storage tanks. Almost all site drainage goes to a holding pond including water from the oil/water separator ( that serves the tanker loading area). Discharges are controlled by an end of pipe valve that controls flow from the holding pond. An oil water separation device is located in the pond up stream from the valve. The flow goes into a storm drain just south of the RR. The discharge flows by way of a storm drainage system under W. Market Street via a normally dry system for approximately 1500 feet before entering a small stream and then a small pond (2 acres +/-) and then to a UT to Horsepen Creek at Old Friendly Road. PART IV - EVALUATION AND RECOMMENDATIONS Flow may continue to be determined using a calibrated contanne& and a stop watch along with a timed discharge, after calibration. All discharges shall be reported and flows determined. The WSRO recommends the re -issuance of this Permit. LL CIO .
