In the original planning for the project this was to be a small wall approximately 10-20 feet. in height and be used to simply catch the toe of the fill in this area. As the design progress proceeded the wall became much larger. Due to existing soil conditions,,.design _criteria,.etc when the wall design was completed it was required to be much larger than first envisioned... The wall is currently 1000' long and reaches heights of 100+/- feet. Actually making it the highest MSE wall in the state. We are requesting to delete the wall and,,pipe the section of, stream. The three driving factors in this is cost, safety, and maintainability. First on the issue of cost. By deleting the wall there will be a net savings of 4,358,000 dollars. Second on safety there are current soil conditions that have raised concerns about settlement of the wall during and after construction. The contractor who is responsible for the wall design is concerned that by their calculations the wall will settle 12-18 inches. Lastly, from a long term maintenance stand point there will not be a way to access the face of the wall except through private property or via the top somehow. This is a short summary of the history behind the request. NCDOT has a design revision and a cost analysis for this request. Since this is an on going project the contractor is in the.. process of getting his design, materials, etc assembled for the wall. I have talked to David Baker about this permit modification and he thinks since it is large impact modification that we should have a meeting to get each of your thoughts, concerns, etc. about this issue before the Corp issues a modification. I know from past modifications that it takes some time simply to get the paperwork through the system and officially sent out, What I would like to come out of our meeting is that everyone's concerns, questions, thoughts, etc are answered.., and at the end if everyone is in agreement that the modification can proceed on I can send the contractor a cease letter stopping the work on the wall. This will stop the incurring of cost and allow them to plan accordingly. Having said all this and time being of importance I would like to set up a meeting as soon as possible, hopefully next week. If each of you could look at your calendars and see if you, could meet any day next week at my office except Wed. ( have to testify in court). If Wed is the only possible date let me know that as well and I will see what I can work out. I think it will be a short meeting. I know that some of you are not local and I can set up a way to teleconference with you to save you some drive time or if you will be out of town. If you could respond back and give me some times I will set a time and date. If you want to call and ask questions I would be glad to answer.
