SUBJECT: CAMA/Dredge and Fill Permit Application Review
Applicant: Donald Taylor
Project Location: Off SR 1749 at Kilby Island on a man-made canal off Mixon Creek, a
tributary to the Pamlico River near Bath, in Beaufort County, North
Carolina.
Proposed Project: The applicant proposes to lengthen the existing 17' wide x 26' long
boathouse and attendant 3' wide catwalks. The applicant proposes to
lengthen the boathouse 8' with no change in width for a final dimension of
17' wide x 34' long. The 3' wide catwalks on both sides of the boathouse
will also be extended 8'.

8. PROJECT SUMMARY: The applicant proposes to lengthen the existing 17' wide x 26' long boathouse and
attendant 3' wide catwalks. The applicant proposes to lengthen the boathouse 8' with no change in width
for a final dimension of 17' wide x 34' long. The 3' wide catwalks on both sides of the boathouse will also

Project Setting
The project site is located off SR 1749 at Kilby Island on a manmade canal off Mixon Creek,
a tributary to the Pamlico River near Bath, in Beaufort County, North Carolina. Kilby Island is a
residential community with lots located along two man made canals off Mixon Creek and along the
Pamlico River. The project site is a developed residential lot located on the southern most canal
such that the lot is bordered on the north side by the Pamlico River and the south side by the
aforementioned canal. The project site is developed, 0.40-acre in size, with a pile supported two-
story frame house. The lot is vegetated with upland grasses and is clear of any trees. The lot has
approximately 10l' of canal shoreline that is bulkheaded. There is an existing 17' x 26' boathouse
(dimension measured from the drip line of roof) with attendant 3' wide catwalks in the canal
constructed adjacent to and waterward of the bulkhead ± 20' from the property line on the east side.
The boathouse extends 17' into the canal. The canal in this area is 55' wide. Water depths in the
canal adjacent to and within the boathouse are 3.5' to 4'. The canal serves as an area for dockage for
residences located on both sides of the canal. There is a 5' x 100' pier with a 19'x 20' T-head
platform built into the Pamlico River on the south side of the property. Mixon Creels is designated
as SC NSW by the Environmental Commission and Inland Waters and Inland Primary Nursery Area
by the Wildlife Resources Commission.
Project Description
The applicant proposes to lengthen the existing 17' wide x 26' long boathouse and
attendant 3' wide catwalks. The applicant proposes to lengthen the boathouse 8' with no change in
width for a final dimension of 17' wide x 34' long. The 3' wide catwalks on both sides of the
boathouse will also be extended 8'. The purpose of the project will be to accommodate a larger
vessel.
Project Impacts
The project as proposed will result in the shading of an additional 136 ft' of canal bottom.
There will be some short-tern localized turbidity associated with the construction activities.
