O In accordance with your application received November 13, 1986, we are forwarding herewith Permit No. 14143, dated January 7, 1987, to the Town of Gibson for the construction and operation of the subject wastewater collection system extensions. This permit shall be effective from the date of issuance until rescinded, and shall be subject to the conditions and limitations as specified therein. If any parts, requirements, or limitations contained in this permit are unacceptable to you, you have the right to request an adjudicatory hearing upon written request within 30 days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 11666, Raleigh North Carolina 27604. If you wish to have the hearing before the Hearing Officer with this Department, you must indicate in the petition that you waive the right to have the contested case conducted by a Hearing Officer in the office of Administrative Hearings, and wish to have the matter conducted in the Department of Natural Resources and Community Development. Ramsey Boney & Associates NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF NATURAL RESOURCES AND COMMUNITY DEVELOPMENT RALEIGH P E R M I T For the discharge of Sewage, Industrial Wastes, or Other Wastes In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended, and other applicable Laws, Rules, and Regulations PERMISSION IS HEREBY GRANTED TO Town of Gibson Scotland County FOR THE construction and operation of approximately 260 lineal feet of 8-inch gravity sewer to serve the Francis Street Area and to discharge collected domestic wastewater into the Town of Gibson's existing sewage system, pursuant to the application received November 13, 1986, and in conformity with the project plan, specifications, and other supporting data subsequently filed and approved by the Department of Natural Resources and Community Development and considered a part of this permit. This permit shall be effective from the date of issuance until rescinded, and shall be subject to the following specified conditions and limitations: 1. This permit shall become voidable unless the facilities are constructed in accordance with the approved plans, specifications and other supporting data. 2. This permit is effective only with respect to the nature and volume of waters described in the application and other supporting data. 3. The facilities shall be properly maintained and operated at all times. 4. The sewage and wastewater collected by this system shall be treated in the Gibson Wastewater Treatment Plant prior to being discharged into the receiving stream. 5. This permit is not transferable. 6. Construction of the sewers shall be so scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the State. SUBJECT: APN008710, P-4 Request Sewer ruin Extension - Francis Street Town of Gibson Scotland County The Town of Gibson operates a .044 11GD non discharge/land application system (Permit #11456) consisting of a 1.6 acre stabilization/storage lagoon (38 day storage) and a 06.4 acre wetted Coastal Bermuda grass cover crop. The system is maintained and operated in an efficient manner and the addition of 128J gpd (domeutic waste) from a sewer main to serve Francis Street should pose no problems for the subject facility.
