PROJECT SUMMARY: applicant proposes to construct a 239' by 6' pier with a 16' by 16'L-head and a 12' by 12' uncovered boatlift. Charles R. and Katherine F. Wicker Carteret County Project Setting The applicants own a 0.64-acre lot adjacent to Bogue Sound at 256 Oakleaf Drive in the Town of Pine Knoll Shores in Carteret County, North Carolina. The site is a developed residential lot with a one and a half story brick home. The lot is vegetated with a mix of pines, upland grasses and scattered oaks. The approximately 90 ft long shoreline is natural, and the high ground property sloes toward the water. There is a 35' wide border of Spartina alterniflora waterward the normal high water line, and an 11' wide area of mixed high marsh landward of that. Elevation of the property is 8 feet above normal high water. The water is 1 % feet deep at low water at the end of the proposed stricture. Bogue Sound is shallow at this location, with a rippled sand substrate typical of a high-energy system. There are scattered beds of submerged aquatic vegetation along the proposed pier alignment; however, no SAVs were present at the location of the proposed platform and boatlift. The property is located in a residential neighborhood on the south shore of Bogue Sound. The properties to the east and west of the project area are developed lots with single-family residences. The lots are vegetated with landscape plants, mixed pines, upland grasses and scattered hardwoods. There is a 50-70' border of marsh along the waterfront. The marsh is dominated by Spartina alterniflora, Juncus roemerianus, Spartina patens, and Distichlis spicata. At this location, Bogue is classified SA HQW by the Environmental Management Commission. The property is located in the White Oak River Basin. The waters are closed to the harvesting of shellfish. Project Description The applicant proposes to construct a private pier that would leave high ground in the middle of their 90-foot lot. The 6' wide structure would cross 46' of coastal wetland before reaching the nonnal high water line and would extend 239' out into the waters of Bogue Sound. A 16' by 16'L-shaped platform would project to the east of the structure with a 4' by 4' set of steps descending into the water. The applicant proposes a 12' by 12' uncovered boatlift on the west side of the platform. Anticipated Impacts The project as proposed would impact 2,126 ftz. The boatlift and pier would usurp 1,850 square feet of Sound bottom, of which 1,706 square feet would be shaded. The pier would shade 276 square feet of coastal wetlands. As proposed, the entire pier structure would provide permanent slips for one vessels. Short-term localized turbidity would result from construction. Tracey L. Wheeler - 4 February 2003 APPLICATION Form 13CM-MP-1 Section 3, Part d. We are seeking a Major Development Permit to install a pier for personal use on our Bogue Sound frontage in Pine Knoll Shores. There is a sandbar where our property fronts Bogue Sound, which prevents qualifying for a General Permit to install a pier. This request is for a permit to erect a pier for personal use that does not exceed the historical pier-head line of 239 feet. Our lot is located in a single family residential area. It is .64 acres with a one and a half story brick and frame home, septic system and city water. Landscaping is done using native growth and has 90 feet of sound frontage. If approved, the pier will have pressure treated pilings with a minimum 5 inch diameter at the small end. Girders and stringers will be pressure treated 2x8's. Decking will be pressure treated 2x6's and/or 2x8's. Plans include installation of four pilings on 12 foot by 12 foot centers for a boat lift at the same time all pier pilings are installed. Completion of the uncovered boat lift will occur when we acquire a boat. Access to the existing deep-water channel will be approximately 150 feet from the end of the proposed pier. We are aware of the limitations created by the shallow water on the sand bar. Our pier will be used for watercraft designed for use in shallow water. The shallow nature of the water in this area makes it very safe for the recreational interests of our family and we look forward to enjoying the water activities experienced by our neighbors.
