The North Carolina Division of Water Resources conducted an inspection of the Town of Burnsville DCAR
on 3/27/2020. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non-discharge Permit No. WQ0002834. Please carefully review the

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the Town of Burnsville's 2019 Annual DCAR Report
on March 27, 2020. This review was conducted to determine whether the Class A product was tested and processed in
compliance with permit No. WQ0002834.
All monitoring data submitted for 2019 appeared to be in compliance with applicable permit and regulatory requirements. The
facility distributed 34.68 tons of residuals in 2019. As a reminder, non-hazardous waste characterization is required before
the end of the permit cycle.
There were no major findings or issues; however, please carefully review the items below and include in future annual
reports.
Summary Cover Letter: Please include any pertinent information within the cover letter regarding solids processing,
production, distribution, testing etc. that cannot be determined from the reporting forms.
Temperature Monitoring: For future monitoring, please ensure dates, probe location n and pile designation are easily
identifiable on temperature bench sheet. Recommend either monitoring the probe or sampling points Temp 2 & 5 as
temperatures were near the minimum of 131 degrees Celsius.
SAR & PAN: Verify PAN & SAR are being calculated appropriately. In the future, please submit calculations to show
formulas used to obtain values.
PVRF: Please also check "PFRP-compost" as this is the methodology used to reduce pathogens.
