The concentrations listed for each discharger are within the range of the average total N and P concentrations in the Chowan River. It is recommended that, due to the small flows involved and the low total N and P concentrations measured, no N or P limitations should be given. Attached please find copies of the jdTLA's an-d memos from Technical Services to Dr. Grigg and Dr. Grigg to L. P. Benton. These memos, in effect, give the necessary approval, as required in 15 NCAC 2B .0214, for our recommendations . Thorpe SUBJECT: West Point Pepperell - Hertford County Edenton Cotton Mills - Chowan County Edenton Water Plant - Chowan County Newsoms Sand & Gravel - Hertford County We have received waste load allocations for the subject discharges. Each of the discharges enters the Chowan River Basin. The discharges have been sampled for total nitrogen and phosphorus since the allocations were received. The results are listed below: Total N Total P West Point Pepperell- 2.27 mg/l 0.29 mg/l Edenton Water Plant 1 .48 mg/l 0.10 mg/l Edenton Cotton Mills 1 .53 mg/l 0.25 mg/1— Newsoms Sand & Gravel 1 .8 mg/l c O.05 mg/1 The allocations received do not contain limits on N&P. Please advise whether or not the allocations should be revised to contain N&P limits. G MEMORANDUM T0: Dr. Neil Grigg, Director FROM: Forrest Westall 1# SUBJECT: Effluent Limitations for: West Point Pepperell - Hertford County Newsoms Sand and Gravel - Hertford County Edenton Water Plant - Chowan County Edenton Cotton Mills - Chowan County The subject facilities discharge wastes to receiving waters located in the Chowan River Basin. As you are aware, these waters have been classified as Nutrient Sensitive according to rule 15 NCAC 2B .0214. Based on information submitted to Technical Services by the Washington Regional Office, we have determined that effluent concentrations of Total Nitrogen and Total Phosphor-us -for all four dischargers are within the ranges observed in the Chaaan River. Therefore, it is Technical Services' opinion that no effluent limitations for N and P be written into the respective permits. We do recommend, however, that some limited periodic monitoring of the effluents of these facilities be undertaken. I have attached a draft proposed finding relative to this matter. Grigg SUBJF.cr: Nutrient Limitations for: West Point Pepperell. - Hertford County Newsoms Sand and Gravel - Hertford County Edenton Water Plant - Chowan County Edenton Cotton Mills - Chawan County ' Regulation 15 NCAC 2B .0214(f) specifies that in waters classified as nutrient sensitive, no increase in nutrients over background levels is allowed. The only exception to this is where the Director finds that there are mitigating factors as provided in (1) and (2) . In reference to the subject facilities, I find that effluent limitations for nitrogen and phosphorus are not required for these discharges due to the expected low levels of nitrogen and phosphorus in these discharges.
