In accordance with your request, Certificate of Coverage Number NCG 140363 is rescinded effective immediately. Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without valid coverage under an NPDES permit will subject the responsible party to a civil penalty of up to $25,000 per day. It is the intention of DWQ that enforcement proceedings will occur for persons that have voluntarily relinquished permit coverage when, in fact, continuing permit coverage was necessary. If, in retrospect, you feel the site still requires permit coverage, you should notify this office immediately. Furthermore, if in the future you wish to again discharge to the State's surface waters, you must first apply for and receive a new NPDES permit. If the facility is in the process of being sold, you will be performing a public service if you would inform the new or prospective owners of their potential need for NPDES permit coverage. The 911 address for the facility is 1656 US Hwy 74 East, Rockingham, North Carolina 28380. Presently, the site is vacant and devoid of permanent structures. Site Drainage The site has been surveyed and is show on the attached plans. Site topography drains to the southern portions. Proposed site drainage and stormwater discharge locations are shown on the attached site plan. Obtained Approval The site layout was approved by Land Quality on June, 26 2006. A copy of the approval letter is attached. NSDES Compliance The truck washdown area has been graded to allow all generated wastewater to be collected in the truck washout area and the recycle water pit. Runoff will be diverted away from the washdown area to be treated by the permanent sediment basin. The truck washdown area is sloped to divert all drainage material from the truck and drum to the truck washout pit where heavy material and settable solids will settle out. Overflow from the washout pit will flow to the recycle water pit for further treatment. Water will be drawn from the recycle pit for concrete productions. The stockpile areas are located within the permanent sediment basin drainage area. The stockpiles will not be wetted down thereby producing no additional wastewater to be treated.. Calculations have been provided as Attachment "A". From the calculations provided there is a daily water balance deficit of 2,920 gallons. During the 25-yr 24-hr storm event, there is an excess of 727 gallons of wastewater which will be contained in the recycle water pit. Therefore all recycle water is used in the manufacture of concrete yielding a 0 discharge of wastewater effluent. All total suspended solids and pH are contained on site and reused for concrete production. As an additional protection, all runoff from the site will flow to the permanent sediment basin prior to leaving the site. Stormwater will be pumped from the permanent sediment basin as needed for the concrete production. The new practice standards and specifications must be used on plans submitted on or after January 1, 2007.
